Staffing Plan <br />This section responds to Section 5.3 of the RFP and the Administrative Plan criterion under Firm <br />Qualifications (Evaluation, 30 pts). <br /> <br />6.1 Project Team & Key Personnel <br />A dedicated Project Manager will be assigned to the City of Sunny Isles Beach as the single point of <br />contact for installation, maintenance, and removal. All employees performing work under this contract <br />are sole employees of Be The Light Decor, under our sole direction, and not employees or agents of the <br />City (RFP §5.3). Crew apparel will be clean, neat, branded, and appropriate to a public-realm civic <br />environment. <br /> <br />Role Assigned Personnel Function & Relevant Experience <br />Executive Sponsor Hunter Estess, Founder <br />10 years in holiday lighting; portfolio <br />sponsor; final accountability for the City's <br />account; signatory for any change orders or <br />escalations. <br />Dedicated Project <br />Manager (Single POC for <br />the City) <br />Josh Bobb Semple – Project <br />Manager <br />Single point of contact for installation, <br />maintenance, and removal coordination. <br />Manages City walk-throughs (August 2026; <br />pre-install sign-off; post-install sign-off); <br />leads SLA tracking; coordinates the 24/7 <br />service line. <br />Design Lead / Creative <br />Director <br />Brook Burtk – Design and Sales <br />Coordinator <br />Owns the project implementation plan due <br />July 1, 2026; develops corridor and park <br />design renderings; integrates the inclusive <br />design approach (neutral palette; menorah <br />display alongside any Christmas trees per <br />Addendum 3, Q25). <br />On-Site Field Supervisor <br />(English-speaking, per <br />RFP §3.5) <br />Josh Bobb Semple – Project <br />Manager <br />On-duty supervisor for every shift; <br />conversant in safety procedures; coordinates <br />with City staff and FDOT MOT requirements; <br />manages crew safety briefings. <br /> <br />6.2 Administrative Plan — Management Availability <br />• Hunter Estess, Founder, is reachable directly at 504-920-5321 during business hours and on the <br />24/7 service line during the Holiday Lighting Season (mid-November through January 31, 2027). <br />• The dedicated Project Manager will be available by phone, text, and email during business <br />hours, and on the 24/7 service line throughout the Holiday Lighting Season for all outage and <br />emergency reports.
