Performance Standards, Safety & Compliance
This section responds to RFP §3.1 (Scope of Work), §3.3 (Liquidated Damages), §3.5 (Employees &
Equipment), §3.7 (Maintenance), §3.8 (Local, State, and Federal Compliance), and §3.11 (24-Hour
Emergency Service Stand-By).

9.1 Quality & Craftsmanship
• Clean, uniform, professional installations across every corridor, park, and facility.
• Concealed wiring and secure mounting on all assets — no visible drops, sagging, or unmanaged
splices.
• Consistent color temperature, light density, and wrap pattern across the citywide footprint.
• Pre-installation lighting samples submitted to the City for sign-off prior to bulk procurement.

9.2 Reliability & Uptime — Citywide
Be The Light Decor commits to a target uptime of 98% or greater across all installed elements
throughout the Holiday Lighting Season. We achieve this through:
• Weekly proactive inspection drives covering every Sunny Isles installation zone.
• Pre-installation circuit testing and post-installation lighting verification.
• Spare-stock pre-positioned for same-day or next-day swaps on the most common failure modes.
• Failure-mode analysis: outages are categorized (string failure, controller, GFCI trip, weather,
vandalism) and logged for trend monitoring.
• Proactive identification of outages before public reporting — our weekly inspection cycle is the
first detection layer.

9.3 24-Hour Emergency Service & Response Times — RFP §3.1 & §3.11
Priority Location Type On-Site Response
Commitment
Priority 1
Collins Avenue (A1A), Gateway Park, Heritage Park, Town
Center Park, Samson Park, all signature gateways and
entrance monuments
≤ 8 hours (RFP §3.1)
Priority 2
Sunny Isles Boulevard, 174th Street, 172nd Street, North
Bay Road, 159th Street, Government Center, Pelican
Community Park, Gateway Center
≤ 24 hours
Priority 3 Minor / decorative right-of-way and tertiary elements ≤ 48 hours

All times measured from City notification.
