20 RFP 26-04-01 CITYWIDE HOLIDAY LIGHTING & DECORATING SERVICES CITY OF SUNNY ISLES BEACH 18070 Collins Ave. | Sunny Isles Beach, FL 33160 305.792.1707 | sibfl.net | Purchasing@sibfl.net Section 3 Scope of Services / Technical Specifications 3.1 SCOPE OF WORK Proposals will be considered only from Proposers which are regularly engaged in such business as described in this package. The Proposer shall have a lighting crew trained and experienced in maintaining and restoring the holiday lighting systems, including LED lights sets. Additionally, Proposer shall maintain a 24-hour per day, 7 day per week primary and secondary point of contact during the Holiday Lighting Season, to which outages and other problems can be reported. Additional requirements include but is not limited to: • The awarded Contractor shall respond within eight hours by being on site at the designated area upon notification by the City or its designated representative of a request to address a reported problem. Proposer shall ensure that all City holiday lights and decorations are functioning by 5:00 p.m. each day during the Holiday Lighting Season. • Ongoing maintenance and repair of rented lights and decorations throughout the holiday season at no additional cost to the City. This includes the replacement of any lights or decorations that are defective or damaged, ensuring that all installations remain fully operational. • The awarded Contractor shall provide regular inspections by the Contractor to ensure that all rented lights and decorations are functioning correctly throughout the holiday season. • Multiple power sources are available at each location. The Vendor shall route all power and electrical cabling in a neat, orderly, and safe manner, using outdoor-rated extension cords for all decorative elements. All cords and cable connections shall be properly secured, concealed where practicable, and maintained so as to prevent tripping hazards, damage, and exposure to weather or other unsafe conditions. • The awarded Contractor shall supply all lifts and other materials necessary to safely and successfully install, maintain and remove lights and decorations. Design Timeline: A detailed project implementation plan shall be provided to City staff by July 1 of each contract year. Timeline for Installation: Dates may change, due to weather or other circumstances, nonetheless proposer will not be considered if not available to meet needs for the dates below: • A walk-thru by the City in August to ensure all power and outlets are fully functioning, followed by a full report by Contractor in writing of any deficiencies and a scheduled follow-up walk through of any that were found to be insufficient, no later than September 15, 2026. • All street pole décor, right-of-way décor and all tree wrapping, both on street and in
