<br />27 <br />RFP 26-04-01 CITYWIDE HOLIDAY LIGHTING & DECORATING SERVICES <br />CITY OF SUNNY ISLES BEACH <br />18070 Collins Ave. | Sunny Isles Beach, FL 33160 <br />305.792.1707 | sibfl.net | Purchasing@sibfl.net <br />Section 4 <br /> Evaluation Process <br /> <br />4.1 REVIEW OF PROPOSALS FOR RESPONSIVENESS <br /> <br />Each proposal will be reviewed to determine if the proposal is responsive to the <br />submission requirements outlined in the solicitation. A responsive proposal is one which <br />follows the requirements of this solicitation: that includes all documentation, submitted <br />in the format outlined in this solicitation, of timely submission, and has the appropriate <br />signatures as required on each document. Failure to comply with these requirements may <br />result in the proposal being deemed non-responsive. <br /> <br />4.2 QUALIFICATIONS CRITERIA <br /> <br />The recommendation(s) for award shall be made to the City Commission, by the City <br />Manager, to the responsible responsive Proposer(s) whose proposal is highest rated by <br />the Evaluation Committee. <br /> <br />ITEM <br /># <br />EVALUATION CRITERIA <br />MINIMUM QUALIFICATION REQUIREMENTS (MQRs) – this criterion has no points. If <br />your Firm does not provide all the required MQRs information, your Firm’s proposal <br />will not be reviewed/evaluated, and your Firm’s submission will be disqualified. <br />MAXIMUM <br />POTENTIAL <br />POINTS <br />1. FIRM QUALIFICATIONS: <br />• Experience of the company in providing similar Holiday Light Displays. <br />• Qualifications and experience of key personnel involved with designing and <br />implementing the display. <br />• Administrative Plan - describe management availability, describe Staffing <br />Plan to accomplish deadline of installation and removal, and describe Safety <br />Plan for all employees and equipment during holiday light installation and <br />removal. <br />30 <br />2. PROJECT APPROACH: <br />• Proposers shall provide detailed drawings and explanations of their lighting, <br />including electrical power plan for each year. <br />• Ability to deliver the project by the proposed timetable. <br />• Design Plan - describe in full detail with color illustrations a design plan for <br />lighting and decorations, which would include detailed drawings and <br />explanations of the lighting plan for each year. <br />• Repairs and anticipated response time for service calls. <br />• Briefly describe your maintenance plan for the period the lights will be <br />installed. i.e., reporting procedure for maintenance requests from City Staff, <br />and what is included in the overall maintenance price in regard to lights, <br />lights sets, and decorations needing repair or replacement <br />• The proposer shall include all appropriate traffic control devices that <br />conform to an approved Maintenance of Traffic (MOT) plan. <br />30
