Section 4 <br />Evaluation Process <br />4.1 REVIEW OF PROPOSALS FOR RESPONSIVENESS <br />Each proposal will be reviewed to determine if the proposal is responsive to the <br />submission requirements outlined in the solicitation. A responsive proposal is one which <br />follows the requirements of this solicitation. To be considered, proposals must be <br />submitted in accordance with the City's specified instructions. Failure to comply with <br />these requirements may result in the proposal being deemed non -responsive. <br />Subject to approval by the City Commission, a contract may be awarded to one or more <br />Proposers deemed the most responsible and responsive, based on the selection criteria <br />below. <br />4.2 QUALIFICATIONS CRITERIA <br />The recommendation for award shall be made to the City Commission, by the City <br />Manager, to the responsible responsive Proposer(s) whose proposal is highest rated by <br />the Evaluation Committee. <br />ITEM <br /># <br />EVALUATION CRITERIA <br />MINIMUM QUALIFICATION REQUIREMENTS (MQRs) —this criterion has no points. If you <br />do not provide all the required MQRs information, your proposal will not be <br />reviewed/evaluated, and your submission will be disqualified. <br />MAXIMUM <br />POTENTIAL <br />POINTS <br />1. <br />QUALIFICATIONS AND KEY PERSONNEL: <br />30 <br />• Qualifications of the Proposer and the Proposer's current workload and <br />potential conflicts of interest. <br />• Verifiable examples of major successes for clients, particularly <br />municipalities with similar demographic and policy profiles to the City of <br />Sunny Isles Beach, including successes at the state level. <br />• Credentials, certifications, and licenses of all personnel assigned to the <br />contract. <br />• Description of all additional resources and capabilities you will utilize to <br />support the City's State and County goals. <br />2. <br />KNOWLEDGE AND RELATIONSHIPS (LEGISLATIVE BRANCH & COUNTY LEVEL): <br />20 <br />• Proposer's knowledge and relationships at the State level and in Miami - <br />Dade County. Relevant access, influence, experience, expertise and, <br />demonstrated success at the Legislative Branch level and in Miami -Dade <br />County. <br />• Demonstrated rapport with members of the Florida Congressional <br />Delegation, the Florida Legislature, and associations such as the Florida <br />League of Cities and National League of Cities. <br />
