<br />Miami-Dade County Water and Sewer Department (WASD), Ocean Outfall Legislation (OOL)
<br />Program, Miami, FL: As Construction Safety Manager, provided program-wide safety oversight across
<br />multiple active capital projects under the Ocean Outfall Legislation (OOL) Program, supporting the
<br />Program Construction Management team in coordination with Miami-Dade WASD staff and contractor
<br />personnel. Responsibilities included auditing contractor safety plans, reviewing performance KPIs,
<br />conducting field inspections, and ensuring regulatory compliance across a diverse portfolio of
<br />projects at the North District (NDWWTP), Central District (CDWWTP), and South District (SDWWTP)
<br />wastewater treatment plants, as well as associated pipeline and infrastructure sites. Paid particular
<br />attention to energized systems, chemical processes, confined spaces, and mechanical equipment to
<br />ensure all work was performed safely and in accordance with regulatory and project-specific safety
<br />standards. Participated in weekly and bi-weekly progress meetings to address identified hazards
<br />and corrective measures and conducts quarterly HSE safety audits on all OOL Program projects in
<br />collaboration with Jacobs’ Regional Safety Manager.
<br />Allegiant Industrial East Coast, NASA, Space X, Aerospace Constructions, Cape Canaveral, FL:
<br />As HSSE Supervisor, provided field safety supervision for Aerospace construction activities at
<br />Cape Canaveral, including work on the Starship, Methane Farm, and LOX tanks. Conducted daily
<br />and weekly site audits, participated in Job Safety Analyses (JSAs), and observed crew behavior
<br />to prevent unsafe actions. Coached employees on hazard mitigation and hazard communication,
<br />verified proper PPE use, and audited equipment such as forklifts, JLG lifts, and welding machines.
<br />FPL West County Energy Center & Port Everglades Energy Center, FL: As HSE Field Safety Manager,
<br />oversaw safety operations at FPL’s West County and Port Everglades facilities, supporting combustion
<br />turbine and steam turbine work. He identified and mitigated hazards, coached employees on safe
<br />work alternatives, and supported electrical heat trace, scaffold, and insulation crews. Conducted
<br />regular inspections, led safety meetings, and ensured compliance with PPE and fall protection
<br />policies. Managed safety documentation for weekly and monthly audits and addressed client-
<br />requested safety corrections promptly.
<br />SHELL Pennsylvania Chemicals Project, Monaca, PA: As HSSE Safety Advisor, served as Safety
<br />Advisor on the SHELL Pennsylvania Chemicals Project, overseeing construction field operations
<br />across multiple crafts. Identified unsafe conditions, developed hazard mitigation strategies, and
<br />provided safety coaching to supervisors and workers. Performed atmospheric analysis for confined
<br />spaces, monitored PPE use, and led safety assessments including Eyes on Safety and Dropped Object
<br />Prevention. Conducted weekly safety audits and monthly supervisor evaluations to maintain high
<br />safety performance standards.
