<br />Dear Evaluation Committee Members:
<br />The City of Sunny Isles Beach must deliver infrastructure and facility improvements within a compact coastal community where
<br />flooding, constrained rights-of-way, traffic and pedestrian activity, utility conflicts, agency coordination, and continuity of
<br />access can directly affect project cost, schedule, and public confidence. CES offers an integrated team capable of supporting
<br />the City across General Civil Engineering, Transportation/Transit/Traffic Engineering, and Construction Engineering and
<br />Inspection (CEI) services, providing continuity from planning and design through construction and closeout.
<br />Founded in 2001, CES is a multidisciplinary professional services firm with more than 140 professionals and three South Florida
<br />offices, including our Miami-Dade County headquarters. The CES Team’s qualifications include civil and utility engineering,
<br />stormwater and drainage, roadway and traffic engineering, permitting, resiliency, CEI, construction management, project
<br />controls, cost estimating, and QA/QC. CES has supported municipal and public-sector agencies through well over 100
<br />continuing services contracts, providing the responsiveness and flexibility required for task order assignments.
<br />The CES Team’s relevant experience includes stormwater modeling, drainage and pump stations, water and wastewater
<br />infrastructure, roadway improvements, ADA and multimodal facilities, traffic operations, utility coordination, permitting, and
<br />construction phase services. CES has worked in dense, built-out South Florida communities and coastal environments with
<br />conditions similar to those encountered in Sunny Isles Beach. The firm is also FDOT-prequalified in roadway design, traffic
<br />engineering, signalization, lighting, signing and pavement marking, roadway CEI, construction materials inspection, and minor
<br />bridge and miscellaneous structures CEI.
<br />Each discipline will be led by a qualified Project Manager/Engineer-of-Record or Contract Manager responsible for coordinating
<br />the work, communicating with the City, and managing scope, schedule, budget, staffing, and quality. CES will develop a project-
<br />specific work plan for each assignment, establish clear milestones and review responsibilities, monitor performance, identify
<br />risks early, and adjust resources as needed to meet deadlines. Complaints and stakeholder concerns will be documented,
<br />tracked, and promptly elevated to the City’s Project Manager when direction or action is required.
<br />The references included in our submittal confirm CES’s record of responsive service, qualified staffing, timely reporting, complete
<br />documentation, and dependable project delivery. CES is ready to provide the City with local leadership, scalable resources,
<br />and coordinated technical support across all three proposed disciplines.
