Tab 2 - Qualifications <br />South Florida Knowledge and Experience <br />CTS brings extensive experience serving public agencies throughout South Florida, <br />including assignments in Miami-Dade and Broward Counties. Our regional presence <br />supports prompt attendance at scoping meetings, field reviews, and coordination <br />sessions, while providing familiarity with local infrastructure conditions, permitting <br />processes, and public-agency expectations. <br />The CTS Advantage <br />Regional responsiveness. Practical, implementation-ready solutions. <br />One Accountable, Multidisciplinary Team <br />CTS will provide the City with a single point of accountability for scope, schedule, <br />budget, quality, and communication. Our in-house civil, roadway, drainage, traffic, <br />surveying, mapping, GIS, cost-estimating, and construction-support professionals <br />will work as an integrated team, reducing handoffs and maintaining continuity <br />throughout each assignment. <br />Specialized Infrastructure Expertise <br />CTS has strengthened its team with specialized subconsultants selected to address <br />key elements of the City’s anticipated work. Geosol will provide geotechnical <br />engineering services, while CHA Consulting will support water and wastewater <br />infrastructure and pump station assignments. These capabilities complement <br />CTS’s civil engineering resources and allow the team to respond effectively to <br />multidisciplinary infrastructure needs. <br />Continuing-Services Responsiveness <br />CTS understands that continuing services contracts require flexibility, rapid <br />mobilization, and the ability to manage assignments of varying size and urgency. <br />For each request, we will promptly confirm the City’s objectives, develop a clear <br />scope and schedule, assign the appropriate personnel, and establish task-specific <br />controls for budget, deliverables, and decision-making. <br />Study-to-Construction Continuity <br />Our team can support assignments from initial investigation, feasibility analysis, <br />and planning through design, permitting, bidding, construction administration, <br />field observation, and project closeout. This continuity allows early decisions to <br />account for permitting, utilities, geotechnical conditions, cost, constructability, and <br />long-term operations—reducing redesign and helping projects advance efficiently <br />toward implementation.
