www.craigasmith.com

4.3 Overall Organization for Completing Projects
Craig A. Smith & Associates, LLC (CAS) has developed an
organizational structure specifically designed to provide responsive,
efficient service to municipal clients. For the City of Sunny Isles
Beach, Orlando Rubio, P.E., will serve as the Project Manager and
Engineer of Record, providing the City with a single point of
accountability while maintaining direct access to Stephen C. Smith,
P.E., Principal-in-Charge, and the firm's full complement of
engineering, surveying, utility locating, permitting, and construction
management professionals. This streamlined structure eliminates
unnecessary management layers, allowing decisions to be made
quickly and projects to advance without delay.

As a well-established, medium-sized South Florida firm, CAS offers
the technical depth and multidisciplinary resources required to
successfully deliver complex infrastructure projects while
maintaining the flexibility and personalized service often associated
with smaller firms. Project teams are assembled based on the
specific needs of each assignment, ensuring the City receives the
appropriate level of expertise without unnecessary overhead. Whether assisting with a small work
authorization or a major capital improvement project, every assignment receives the same level of executive
oversight, responsiveness, and commitment to quality.

One of CAS's greatest strengths is the stability of our staff. Many of our engineers, surveyors, construction
managers, inspectors, and technical professionals have spent much of their careers with the firm. This
continuity provides our municipal clients w ith experienced personnel, consistent project management, and
valuable institutional knowledge that is retained within the organization rather than lost through frequent
staff turnover. Clients work with familiar faces who understand their standards, expectations, and long-term
goals, allowing projects to move forward more efficiently and with fewer transitions.

At CAS, we believe that successful continuing services contracts are built on relationships, not simply task
orders. Our clients have direct access to the professionals responsible for delivering their projects, including
senior leadership when needed. This accessibility, combined with our collaborative culture and commitment
to personal service, enables CAS to become an extension of the City's staff—providing practical solutions,
responsive communication, and dependable support throughout the life of the contract.

🏛🏛 46 Years Serving South
Florida Municipalities
 55+ Professional,
Technical & Administrative
Staff
 Three South Florida
Offices
 Direct Access to Firm
Leadership
 Large Enough to Deliver.
Small Enough to Respond

93
