<br />Summary
<br />Mr. Elmer has over 40 years of experience, he has provided Construction Engineering
<br />Inspection (CEI), threshold inspection, to FDOT, FDEP, BCAD, MDAD, and Collier County
<br />Community Redevelopment Agency, as well as for commercial, residential and private sector
<br />projects throughout South Florida. His knowledge in soils mechanics, steel reinforcement,
<br />concrete, asphalt, drainage systems, erosion control, and MOT make him an asset to any
<br />construction project. Represented notable owners, construction project managers,
<br />architect/engineering firms and contractors. Quality Assurance/Quality Control of multi-story
<br />structures, airports, buildings, site work, structural evaluations, roadway asphalt and concrete
<br />pavements, embankments, water/wastewater treatment facilities.

<br />CLIENT FDOT D4 / ROLE Permit Inspector
<br />As Permit inspector, work with FDOT District 4 Permits Coordinators providing close supervision
<br />of permitted work within the Department ROW and Specifications. Also, provide roadway
<br />maintenance by seeing failures in signals, roadway, sidewalks, drainage, erosion and
<br />vegetation aesthetics within the Department ROW. Also, coordinating assets for the immediate
<br />response in emergency situations, aid of work orders created by the Department, concern
<br />citizens and our own qualified personnel.
<br />NW 13th Street Roadway Improvement
<br />CLIENT City of Miami | ROLE Sr. Inspector
<br />This $2.6 million roadway reconstruction project along NW 13th St from NW 35th Ave to NW
<br />37th Ave. Construction activities include drainage, sidewalk, curb and gutter, signage and
<br />pavement markings. The project includes coordination with Miami-Dade Water & Sewer for the
<br />installation of an 8-inch DIP from NW 35th to NW 37th Avenue.

<br />Permit Superintendent, worked with FDOT District 4 Permits Coordinators to provide close
<br />supervision of permitted work within the Department ROW and Specifications, at permit

<br />Provided CEI and quality control services, including earthwork for masonry block retaining wall
<br />construction for planters and excavation of water retention ponds. Project also included
<br />placement of nearly 1,300 palms/trees, an irrigation system, and sod.
