<br /> Ms. Colbert has over 30 years of experience in managing and supervising technical
<br />projects and in leading inter-disciplinary teams consisting of engineers, geologists,
<br />ecologists and other technical experts. Ms. Colbert has extensive experience in all types
<br />of environmental permitting in the State of Florida, as well as practical applications of
<br />wetland ecology and surface and groundwater hydrology in the South and Central
<br />Florida ecosystems. Her experience includes agency coordination, environmental
<br />permitting, wetland jurisdictional determinations and mitigation assessments, mitigation
<br />design and implementation, wetland monitoring and maintenance, benthic resource
<br />surveys, natural resource management, threatened and endangered species studies,
<br />habitat evaluation, conservation plans, water quality analysis, NEPA/PD&E
<br />environmental assessments, tree surveys, contamination assessments and remediation
<br />that consider both ecological and human health risks, GIS and training/teaching. Ms.
<br />Colbert is also a Licensed Environmental Professional and has performed numerous
<br />Phase I and II Environmental Site Assessments throughout the United States.
<br />Relevant Experience Biscayne South and Highland Village Stormwater Improvements, Phase I and II
<br />ESA, Ecological Due Diligence Services and Environmental Permitting, North
<br />Miami Beach (Sub to EAC), Miami-Dade County: Smart-Sciences conducted a Phase
<br />I ESA and Ecological Due Diligence for proposed stormwater improvements within the
<br />Biscayne South and Highland Village neighborhoods to alleviate flooding occurring
<br />within existing development. The improvements include the installation of new outfalls
<br />which will discharge into the Oleta River State Park Annex as well as the installation of
<br />exfiltration trench systems. Ms. Colbert is the Principal-in-Charge and provides QA/QC
<br />for all documents produced. The Phase I ESA revealed recognized environmental
<br />conditions in association with the project area due to surrounding landfills, FEC railway,
<br />drycleaners and other facilities. Smart-Sciences subsequently prepared and submitted a
<br />Contamination Assessment Plan (CAP) for proposed groundwater sampling in support
<br />of drainage, which was submitted to Miami-Dade County Department of Regulatory and
<br />Economic Resources – Division of Environmental Resources Management (DERM).
<br />The CAP was approved, and Smart-Sciences proceeded with groundwater assessment
<br />activities to support the design of the proposed drainage system and dewatering activities,
<br />which included the installation and sampling of 16 groundwater monitoring wells. A
<br />technical report summarizing the assessment activities, results, and recommendations was
<br />prepared for the client. Smart-Sciences also conducted an ecological assessment to
<br />identify potential environmentally sensitive lands, wetland/mangrove occurrence, and
<br />areas of habitat conducive to listed species which may be impacted by the project.

<br />Miscellaneous PD&E Support Services, FDOT District 6, Florida (2017 to Present) —
<br />Ms. Colbert provides a wide range of services under this contract including plan reviews to
<br />identify potential environmental impacts to be avoided, environmental features memos,
<br />scoping reports and field surveys for environmental issues including contamination, wetland,
<br />wildlife/listed species, water quality, Section 4(f) and cultural resources.

<br />Card Sound Bridge PD&E Scoping Report, FDOT Project No. 14753, Miami-Dade and Monroe County, Florida: Smart-Sciences as a
<br />sub-consultant to Jacobs prepared the Environmental Analysis sections of the Project Development and Environment (PD&E) Scoping
<br />Report for potential replacement of Card Sound Bridge, which is one of two connections between mainland Florida and the Florida Keys.
<br />This was a high level assessment of documenting features pertaining to natural resources (i.e. wetlands, benthic resources) and
<br />contamination. Ms. Colbert was Principal-inCharge. Smart-Sciences analyzed data from multiple sources, including but not limited to, FDOT
<br />Environmental Screening Tool (EST), USFWS Information for Planning and Consultation (IPaC) tool, Florida Natural Areas Inventory (FNAI)
<br />Biodiversity Matrix tool, FDEP Contamination Locator Map, and the National Oceanic and Atmospheric Administration (NOAA) Essential
<br />Fish Habitat (EFH) mapper. Smart-Sciences prepared sections of the Scoping Report documenting potential ecological and environmental
<br />features and created a geodatabase containing relevant geospatial data which will be used to guide the next step of the PD&E process.
