RFQ #26-07-01 | 32 <br />2.2.3 Construction Engineering Inspections Services <br />The scope of work under this RFǪ comprises miscellaneous professional engineering and architecture consulting services to support <br />on an as-needed basis. We understand that some of the projects may be capital-planned projects, while others may be emergency <br />projects requiring immediate attention. Our team is tailored to address the City’s needs—our staff is local, available and qualified to <br />respond to any requests from the City. We understand that the City may need our services, and that we may have to work on multiple <br />assignments concurrently. Having worked on more than 30+ municipal continuing services contracts, we are completely familiar with <br />the factors involved in successfully handling concurrent tasks with sensitive schedule and budget requirements. <br />EAC offers a full range of Construction Phase services including: <br /> ǃ Construction Inspections <br /> ǃ Resident Engineer Services <br /> ǃ Construction Administration Services <br /> ǃ Resident Project Representative (RPR) <br />Services <br /> ǃ Document Control <br /> ǃ Scheduling <br /> ǃ Cost Estimating <br /> ǃ Claims Resolution <br /> ǃ Owner Representation Services <br />EAC’s construction engineering and management group is comprised of varying levels of inspectors, contract administration staff, <br />resident engineers, and construction oversight managers. Our services span the full spectrum of inspections, oversight, testing, <br />quality control and compliance, residency services, and the general administration of construction execution - for simple and complex <br />infrastructure improvements projects. Our team comprises a large pool of personnel available to provide construction supervision and <br />inspections for infrastructure projects. Our construction personnel will ensure that the project control objectives (i.e., quality, schedule, <br />and budget) are not compromised. <br />Our extensive successful experience is predicated on our ability to act as an extension of our clients in overseeing the efficient <br />implementation of the construction of capital projects or improvements. Our goal is to work with our clients, contractors, residents, and <br />other stakeholders to achieve successful projects that pose minimal disruption to normal operating conditions within the work area. <br />We take a lot of pride in the execution of construction engineering and management services, and our performance has led clients to <br />award EAC additional work. Our clients have developed a working trust and partnership with EAC as they know that when we work <br />on their projects, we are completely serving their interests by ensuring public safety and regulatory compliance without compromise. <br />Construction Engineering Inspections (CEI) <br />EAC believes the best philosophy to engage during <br />construction is to implement measures that prevent <br />problems and issues before they occur. Our Team has the <br />expertise to provide construction engineering inspections <br />(CEI) services for this contract. Our staff will be available at <br />the construction site during construction, and will support the <br />contractor’s daily activities as required. Based on an agreed <br />frequency with our clients, our inspectors perform specific <br />construction site-visit observations. These observations <br />of work installation track progress and work quality and <br />determine if the work is proceeding in accordance with <br />the scope and schedule of the Contract Documents. Each <br />construction observation of the project site is documented in <br />a Construction Observation Report on the same date that the <br />field visit occurs, and includes contractor performance and <br />other significant construction related matters. <br />Resident Project Representative (RPR) Services <br />Our team is available to provide full construction oversight services as your consultant during the implementation of construction <br />phase on projects. As a full-service team, we have professional staff that are well experienced in managing construction, meeting <br />schedules, meeting budget goals and maintaining a quality of construction. With the knowledge that construction often is a complex <br />process involving serious decisions regarding design, budget and schedules, our team of staff (some of which are from contractor <br />backgrounds) can provide a comfort level that is needed during this phase of work.
