A lighting <br />complaint may require a photometric study, a fixture replacement, a new service point, or a larger pole- <br />spacing correction. A generator request may be a capacity issue, a transfer-sequence issue, or an <br />emergency-load-priority issue. A utility relocation may be controlled more by easements and FPL lead <br />time than by drawing production. The first responsibility of the Project Manager is to establish what <br />decision the City needs to make and what information is required to make it. <br />Once the task is defined, ECF uses a consistent delivery process that is scaled to the assignment. A one- <br />day field review and technical memorandum will not carry the same administrative weight as a multi- <br />phase lighting or facility renovation project, but both will receive a written scope, an accountable <br />manager, a schedule, a budget, technical review, and documented closeout. <br />Step ECF Method <br />Task Request and Rapid Triage Acknowledge the City’s request within one business day. Review the stated need, available <br />documents, urgency, site access, permitting path, FPL involvement, and whether another <br />discipline is required. <br />Scope Confirmation Hold a brief scoping discussion with City staff. Define deliverables, assumptions, exclusions, <br />City-furnished information, meetings, review milestones, construction support, schedule <br />constraints, and decision dates before preparing the task-order proposal. <br />Existing-Condition Verification <br />Review record documents and inspect the site with the personnel who operate or maintain <br />the system. Verify ratings, loads, equipment condition, available capacity, service <br />configuration, pathways, clearances, environmental exposure, and known operating <br />problems. <br />Basis of Design and Alternatives Document the design criteria and evaluate reasonable alternatives. Present impacts on cost, <br />schedule, maintenance, outages, resilience, energy use, and future expansion so the City can <br />make an informed selection. <br />Utility and Agency Coordination Begin FPL and permitting coordination early when those decisions can affect the layout or <br />schedule. Maintain a coordination log identifying requests, responses, outstanding decisions, <br />and responsible parties. <br />Milestone Design and Review Develop 30, 60, 90, and 100 percent submissions when appropriate. Each milestone will <br />include the level of calculations, specifications, estimate, schedule, and interdisciplinary <br />coordination needed for a meaningful City review. <br />Permitting, Bidding, and Construction <br />Support <br />Respond to permit comments, prepare addenda, assist with bid questions and evaluations, <br />review submittals and RFIs, observe construction, evaluate proposed changes, and verify that <br />testing and closeout documents are complete. <br />Closeout and Capital Record Resolve punch-list items, review contractor record drawings, document remaining <br />maintenance recommendations, and provide final electronic files in the format required by <br />the City. <br />
