Each task <br />order will then be scaled to its complexity. A focused electrical assessment or photometric study will <br />receive the same technical discipline and quality control as a major facility modernization, without <br />unnecessary layers of administration. More complex assignments will draw upon ECF’s broader <br />engineering, BIM/CADD, estimating, utility, construction, and specialty resources while maintaining a <br />single accountable Project Manager. <br />Our delivery philosophy also aligns closely with the City’s expectations for continuing services. The RFQ <br />calls for coordinated design schedules, progressive 30%, 60%, 90%, and 100% reviews, phase-specific <br />construction cost estimates, utility coordination, complete construction documents, permitting, <br />construction administration, energy-efficient solutions, Engineer-of-Record responsibility, RFI response, <br />and complete record documentation. ECF will integrate these requirements into a disciplined task-order <br />management process built around early field verification, documented decision-making, constructability, <br />independent QA/QC, budget and schedule control, and proactive communication with City staff. <br />ECF also recognizes that the success of this continuing contract will ultimately be measured by <br />responsiveness. The City needs a consultant that can address a relatively small electrical concern quickly <br />while retaining the professional depth to execute a complex capital project when required. ECF commits <br />to acknowledging task requests promptly, assigning a single responsible Project Manager, identifying <br />permitting and FPL dependencies early, performing independent technical quality reviews before formal <br />submissions, addressing outages and temporary power during design, and maintaining transparent <br />records of decisions, schedules, budgets, and outstanding issues through closeout. <br />Our relevant South Florida municipal and public-sector experience demonstrates this capability in <br />practice. ECF has performed electrical system assessments, municipal recertifications, exterior and site- <br />lighting design, utility service coordination, power-distribution upgrades, resilient municipal facility <br />design, and engineering for continuously operating public facilities.
