GEI Consultants | City of Sunny Isles Beach | RFQ 26-07-01 44 Asharoken Seawall Rehabilitation Project Village of Asharoken | Northport, NY Starti ng in 2021, GEI began assisti ng the Village of Asharoken with emergency repairs to its severely degraded seawall that provides protecti on to Asharoken Avenue, the sole source of egress for a large part of the Asharoken community and the enti rety of the Town of Hunti ngton Eaton’s Neck community. Following this initi al work, GEI partnered with the Village to secure the grant funding to complete design of the seawall’s replacement. As part of this grant funding eff ort, GEI prepared numerous federal grant applicati ons to complete the design and permitti ng of the seawall’s replacement, including a FEMA Hazard Miti gati on Grant Program (HMGP) Project Scoping/Advanced Assistance Applicati on. The Village was awarded more than $1,200,000 to support design, permitti ng, and bid support to reconstruct the seawall. GEI also helped prepare an applicati on for capital improvements funding through Congressman Suozzi’s offi ce to repair and reconstruct the seawall. The Village received a $1,000,000 award of federal funds through the NYS Department of Transportati on to complete these improvements. Following grant award, the Village issued a Request for Proposals to retain a qualifi ed waterfront engineering fi rm to design and permit the seawall replacement. GEI responded and was awarded the project in 2024 to complete design, permitti ng, future grant assistance, and bid solicitati on of the seawall replacement. Additi onally, at the request of the Village, GEI was tasked with the design of a beach nourishment along with three (3) groin structures fronti ng the seawall replacement. The northernmost groin structure was located near an infl ecti on point in the shoreline which was backed by a coastal bluff . Due to this, GEI opti mized the groin design to reduce the quanti ty of armor stone required, saving ti me and budget during constructi on. This would provide a dry beach buff er fronti ng the seawall replacement to provide enhanced storm protecti on and resilience to the Project Area. GEI is currently working to progress the nearshore nourishment and groin design. Permit applicati ons have been submitt ed, and several permits have already been received. The design of the project is ongoing. GEI has also begun working with the Village to apply for future federal constructi on funding and perform benefi t-cost analyses to help fund the physical replacement of the seawall. DATES 2021-Ongoing Emergency repairs and initi al assistance began in 2021. Design, permitti ng, and bid solicitati on are ongoing. The project is progressing according to the planned phases, with design and permitti ng underway and constructi on pending future funding. FEES Original Budget: The Village was awarded over $1.2M through FEMA and $1M through NYS Department of Transportati on for design, permitti ng, and reconstructi on. A subsequent FEMA grant of $12M was awarded for design, permitti ng, and bid support. Constructi on has not yet commenced; actual costs will be determined upon project completi on.
