<br />4. Approach / Methodology
<br />HADONNE will provide proactive, responsive, and technically sound
<br />project management services to the City of Sunny Isles Beach) under
<br />the leadership of Frank Paruas, PSM, Vice President and Survey
<br />Operations Manager, who will serve as the Project Manager and
<br />primary point of contact for this Contract. Mr. Paruas will be
<br />responsible for overall project coordination, including scope
<br />management, scheduling, staffing, quality assurance, and client
<br />engagement, ensuring that all task work orders are delivered
<br />efficiently and in full compliance with City requirements.
<br />Mr. Paruas has extensive experience supporting major public
<br />agencies, including, the Florida Department of Transportation
<br />Districts 4 and 6 (FDOT D4 and D6), Florida’s Turnpike Enterprise
<br />(FTE), and Broward, Miami-Dade, Martin, and St. Lucie Counties,
<br />South Florida Water Management District (SFWMD). He has a
<br />proven track record delivering a wide range of design-related survey
<br />services, including boundary and right-of-way surveys, aerial and
<br />terrestrial mobile LiDAR, aerial photogrammetry, bathymetric
<br />surveys, and Subsurface Utility Engineering (SUE). For nearly 15
<br />years, he has successfully managed Districtwide and Continuing
<br />Survey and Mapping Contracts with FDOT Districts 4 and 6 involving
<br />similar scopes of work as well as multiple surveying and mapping
<br />projects for Miami-Dade County, and multiple local municipalities,
<br />including City of Doral, City of Miami, Town of Medley, Village of
<br />Pinecrest, North Bay Village, City of Miami Beach, North Miami.
<br />Our project management approach begins with a clear
<br />understanding of the scope of work and of City’s objectives and task
<br />work order requirements. Upon receiving a request, HADONNE will
<br />promptly review the scope, assign qualified personnel, and develop
<br />a project-specific work plan and schedule. Early coordination with
<br />City staff and project stakeholders ensures alignment of deliverables, timelines, and access requirements.
<br />Mr. Paruas will maintain continuous communication with the City PM throughout each assignment, providing regular status updates, proactively identifying
<br />potential risks, and implementing timely solutions to maintain progress and avoid delays. Each project will be supported by a dedicated communication
<br />folder to ensure organized, transparent, and accessible documentation for all stakeholders.
<br />This contract requires a TEAM that could manage multiple assignments. HADONNE project management approach will account for the City budget
<br />limitations, and will ensure effective execution, from scope preparation and estimating, to adhering to project schedule, to ensure a quick response to
<br />emergency request from the City.
<br />HADONNE emphasizes efficient resource allocation and local responsiveness, with strategically positioned field crews capable of rapidly mobilizing,
<br />providing comprehensive support to task work orders efficiently throughout the entire city.
<br />Our integrated use of advanced technologies—such as GPS, LiDAR, UAVs, and SUE tools—allows us to efficiently execute a wide range of surveying
<br />services while maintaining high levels of accuracy and productivity.
<br />Each project is supported by experienced field supervisors, surveyors, and technicians who are familiar with local standards and project conditions,
<br />ensuring consistency and reliability in data collection and deliverables.
