4. Approach | Methodology
Cost Control
At PDS, Quality Assurance and Quality Control (QA/QC) is a proactive and structured process that
starts on day one of the project and continues through final delivery. It is designed to ensure that all
project outputs meet the highest standards of accuracy, completeness, and compliance, while also
aligning with client expectations.
Led by Experienced Professionals. The QA/QC process is overseen by senior engineers like Luis
J. Jurado, P.E., bringing decades of technical expertise and industry best practices to every review.
This leadership ensures that quality is embedded into the project from start to finish.
Systematic Review Process. PDS follows a defined quality control procedure outlined in the PDS
Quality Control Manual, with the primary goal of minimizing errors and omissions while maximizing
the quality of the final product. A key policy is that all deliverables are reviewed by a qualified
professional who was not involved in the original task. This independent review ensures objectivity,
accuracy, and completeness prior to every submittal.
The QA/QC process includes:
»Periodic peer reviews conducted by experienced professionals throughout the project lifecycle.
»A color-coded markup system, modeled after FDOT standards, which clearly identifies comments
and corrections for efficient implementation.
»Integration of client feedback, ensuring that all comments are acknowledged and incorporated
into the final product.
»Final field reviews, when possible, to verify real-world conditions and enhance the accuracy of
the final design.
This comprehensive and collaborative approach ensures high-quality results that meet both
technical standards and client expectations.
Defined Roles for Accountability. Every document and deliverable undergo thorough QA/QC
cycles, with each team member’s role clearly identified:
Similarly, In the E15-WASD-02 Improvement, Upgrade & Expansion of Local
Wastewater Pump Stations project, PDS is delivering engineering design and
related services in support of capital improvements for Miami-Dade Water
and Sewer Department (WASD). These services include the enhancement and
expansion of wastewater pump stations and associated infrastructure. Through
a strategic analysis of the bidding and selection process for Pump Station 0695,
PDS achieved cost savings of more than $800,000 for Miami-Dade WASD.
Over $800,000 in project cost savings
Originator (OG)
Develops the original
work product.
1
Project Manager (PM)
Ensures alignment
with project scope
and client needs.
QA/QC Manager
Provides an impartial,
final review and signs
off before submission.
2 3
65
