<br />4.1 UNDERSTANDING OF THE CONTRACT
<br />Ross Engineering understands that the City of Sunny Isles Beach is establishing an as-needed continuing
<br />professional services contract under which assignments may vary in size, urgency, technical complexity,
<br />and duration. Some task orders may involve a focused site evaluation, feasibility analysis, plan review, cost
<br />estimate, permitting consultation, or technical memorandum. Others may require complete engineering
<br />services through survey, investigation, design, permitting, bidding, construction administration, field
<br />observation, record drawings, and project closeout.
<br />The City’s anticipated General Civil Engineering assignments include roadway and drainage
<br />improvements, conversion of stormwater wells to pressurized systems through the addition of pumps,
<br />water-distribution and wastewater-collection systems, pump stations, injection wells, pipelines, NPDES
<br />permitting, surveying and GIS, feasibility studies, construction documents, cost estimates, bidding
<br />assistance, construction administration, inspections, plan review, grant support, and representation of
<br />the City before governmental and regulatory agencies.
<br />Ross will approach each assignment as an extension of City staff. Our objective is to give the City a responsive
<br />local team that understands the assignment, establishes clear expectations before work begins, verifies
<br />existing conditions, identifies risks early, and delivers practical solutions within the authorized scope,
<br />schedule, and budget.
<br />Our methodology rests on six principles: early scope definition, direct senior involvement, field-verified
<br />information, proactive schedule and cost control, continuous quality review, and open communication
<br />with the City’s Project Manager. These principles have supported Ross’s work under continuing-services
<br />and task-order contracts for municipalities, utilities, educational institutions, parks departments, and
<br />other South Florida public agencies.
