His role is to triage every City request by urgency, discipline and required response; <br />to confirm scope, deliverables, schedule and fee before work begins; and to keep the City informed of status <br />without the City having to ask. He has extensive municipal and project management experience across roadway <br />improvements, drainage systems, site development, pump stations, pipelines, water and sewer systems and <br />construction management. Field reviews, preliminary opinions, plan reviews, cost estimates, meeting attendance, <br />drainage or utility observations — are handled directly by Mr. Martinez with a project engineer and support staff. <br />Larger assignments are staffed with a project manager, design engineer, CADD support, surveyor, field inspector, <br />cost estimator and specialty sub-consultants. Mr. Martinez reviews current workload before accepting each <br />assignment so the schedule committed to the City is achievable, and he escalates to Mr. Serralta on any matter <br />involving scope change, fee, risk or a decision the City needs to make. Availability percentages shown above are <br />initial allocations. SRS commits to increasing allocation as City workload requires, and the depth of the 30-person <br />staff pool means additional engineers, inspectors and survey crews can be assigned without displacing committed <br />work.
