These two categories are the core of TEC's daily practice — the design, permitting, construction management, and field inspection of municipal roadway, drainage, stormwater, water, and wastewater infrastructure across South Florida's coastal communities. TEC is a neighbor, not a visitor. Our headquarters at 2875 NE 191st Street in Aventura is less than five minutes from Sunny Isles Beach City Hall. Our engineers and inspectors live and work in this corridor, understand the realities of a built-out barrier-island city — tidal drainage, saltwater exposure, high groundwater, constrained staging on the Collins Avenue corridor — and can be on site the same day a Work Order is issued. We bring the City a rare combination: a Florida-certified Minority Business Enterprise that holds Miami-Dade County Technical Certifications in the precise categories this contract requires — including 16.00 General Civil Engineering and 17.00 Engineering Construction Management — with a leadership team that directed one of Miami-Dade Water and Sewer Department's largest capital programs ($215M / 113 pump stations) and today serves as prime continuing consultant to the Cities of North Miami Beach and North Miami and the Town of Bay Harbor Islands. Since the firm's inception, every TEC project has been delivered on or under budget. TEC acknowledges receipt of Addenda Nos. 1 through 9, and this submittal conforms to the RFQ as amended, including the Sample CCNA Agreement issued with Addendum No. 9. TEC will self-perform well in excess of the required thirty percent (30%) of the Work, supported by long-standing sub-consultants for surveying and mapping and for geotechnical engineering — with MEP and structural engineering performed in-house under TEC's Miami- Dade County Technical Certifications (11.00 Structural, 12.00 Mechanical, and 13.00 Electrical). We take no exceptions to the City's terms. Omar Herrera, PE, Principal, is authorized to bind the firm and will serve as your single point of accountability.
