SECTION 2 — QUALIFICATIONS
<br />Why TEC Is Best Qualified to Serve Sunny Isles Beach
<br />TEC is a South Florida–based engineering firm specializing in project management, construction management,
<br />engineering design, and inspection of civil infrastructure. The firm has delivered more than 100 civil infrastructure
<br />projects for municipal, county, state, tribal, and federal clients — planning, designing, permitting, and supervising the
<br />construction of water and wastewater networks, stormwater systems, pump stations, drainage structures, roadways,
<br />roundabouts, traffic-calming measures, and streetlight networks.
<br />Every one of those projects was built in the same operating environment the City manages daily: a coastal, built-out
<br />community with tidal drainage constraints, saltwater exposure, high groundwater, limited staging, and heavy
<br />traffic. The Collins Avenue corridor, the City's finger streets, and its beachfront outfalls present exactly the conditions
<br />TEC's engineers and inspectors resolve on the Cities of North Miami Beach and North Miami systems, on SFWMD's
<br />coastal resiliency pump stations (S-27 / S-29), and on MDWASD's pump station and force-main network. TEC does not
<br />need to learn the City's regulators, standards, or geology — the firm works within them every week.
<br />•Prime municipal continuing consultant, today. TEC currently serves as prime Engineering & PM consultant to the
<br />City of North Miami Beach Public Works Department (an approximately $26M capital program), recently
<br />completed a prime Owner's Engineer engagement for the City of North Miami spanning 20+ concurrent CIP
<br />projects, and serves the Town of Bay Harbor Islands as prime capital-program consultant.
<br />•The exact Miami-Dade credentials for this contract. TEC holds County Technical Certifications 16.00 (General Civil
<br />Engineering) and 17.00 (Engineering Construction Management) — plus ten more categories spanning
<br />water/sewer, pumping facilities, structural, mechanical, and electrical (table below), enabling MEP and structural
<br />work to be performed in-house.
<br />•Program-scale leadership. TEC's Principal directed MDWASD's $215M Pump Station Improvement Program —
<br />113 pump stations, 34 force mains, and 80 basin I&I contracts across 150 task orders — the same task-order
<br />delivery model this continuing contract uses.
<br />•Federal-grade quality systems. TEC provides construction QA on USACE's Everglades Agricultural Area Reservoir
<br />($3B+) and provided CM/inspection on SFWMD's C-43 Reservoir ($700M+), bringing federal-grade documentation
<br />discipline to every municipal assignment.
<br />•On or under budget — every time. Since the firm's inception, every TEC project has been delivered on or under
<br />budget. The City can verify this directly with the references in Section 5 and the client contacts listed on every
<br />Project Description Form.
<br />•Certified Minority Business Enterprise. TEC is a Florida State–certified MBE (see F.S. 287.055(2)(d) and Evaluation
<br />Criterion 6), as well as a certified DBE, SFWMD SBE, Miami-Dade SBE-A&E/SBE-G&S, and Broward CBE/SBE.
<br />Schedule of Proposed Services
<br />Per Addendum No. 4 (A26), the following schedule lists all services TEC stands ready to render to the City under this
<br />RFQ, organized by the two disciplines for which TEC seeks qualification. Each service is one TEC performs today for
<br />municipal clients.
<br />Discipline No. 3 — General Civil Engineering Services
<br />•Roadway and drainage improvement design, including reconstruction, resurfacing, and complete-streets
<br />elements
<br />•Stormwater system design — including conversion of gravity drainage wells to pressurized wells with pumps,
<br />exfiltration systems, outfall improvements, and pump-assisted drainage for tidal/king-tide resiliency
<br />•Water distribution and wastewater collection & transmission system design, rehabilitation, and extension
<br />(MDWASD standards)
