Guillermo Delgado, CGC, PMP manages construction-phase Work Orders day to day. Response commitments: acknowledgment of any City request within 24 hours; attendance at any City meeting on 24 hours' notice or less; and same-day site presence when field conditions require it — our office is less than five minutes away. No key person will be substituted without the City's prior written approval. All personnel assigned to perform Services with access to City buildings, facilities, property, or parks will have undergone and passed FDLE and FCIC/NCIC criminal background checks, per Addendum No. 6 (A6). Current Workload & Capacity to Serve TEC currently serves an active portfolio of municipal continuing-services contracts and agency programs across Miami-Dade, Broward, Palm Beach, Hendry, and Collier Counties — spanning owner-representative engineering, capital program management, and construction engineering and inspection for cities, a tribal government, the South Florida Water Management District, and the U.S. Army Corps of Engineers. That portfolio is intentionally staffed in tiers: a base team assigned to standing engagements, and senior surge capacity that activates for peak inspection coverage and new task orders. TEC has reserved capacity within its Aventura headquarters staff — including the Principal, senior designers, and CTQP-certified inspectors identified above — to fully deliver the Work Orders anticipated under this contract. Because the personnel proposed here are located less than five minutes from City offices, the City gains a bench that can absorb urgent assignments without mobilization delay. TEC's workload posture is reviewed weekly by the Principal, and the firm does not pursue work it cannot staff to its own quality standard — a discipline reflected in the firm's record of delivering every project on or under budget since inception. Sub-Consultants (RFQ §2.11; Addendum No. 2) TEC will self-perform well in excess of the required thirty percent (30%) of the Work — including all project management, civil design, structural and MEP engineering, permitting, and CEI.
