He brings more than a decade of <br />municipal water, wastewater, stormwater, and roadway infrastructure leadership across program management, design <br />direction, construction management, and CEI — including direction of one of Miami-Dade WASD's largest capital programs. <br />He personally scopes, staffs, and quality-reviews every TEC Work Order. <br />Relevant Experience <br />$215M Pump Station Improvement Program (PSIP), Miami-Dade WASD — Engineer Manager | 2014–2021 <br />Directed planning, design management, and CEI for 113 sewage pump-station upgrades, 34 force mains (HDD and open-cut), and <br />80 basin inflow-and-infiltration contracts across 150 task-order projects; led a 15-person engineering and inspection team; <br />authored the Program Management Plan and Construction Management Procedures Manual adopted by WASD — the same task- <br />order delivery model this continuing contract uses. <br />Engineering & Project Management Services, Public Works — City of North Miami Beach — Principal | 2025–Ongoing <br />Prime consultant leading engineering, project management, and CEI across an approximately $26M capital program: roadway and <br />drainage improvements, stormwater, water and sewer, and streetscape assignments delivered as an embedded extension of City <br />staff. <br />Owner's Engineer Representative & PM Services — City of North Miami — Principal | 2023–2024 <br />Led a multidisciplinary team delivering 20+ active CIP projects — force-main and water-main replacements, pump-station <br />rehabilitation (Banyan duplex wet well), roadway resurfacing, and drainage upgrades — producing permit and bid packages, <br />hydraulic calculations, cost estimates, and construction-phase CEI. <br />S-27 & S-29 Resiliency Pump Stations — SFWMD — Lead QA/QC Engineer | 2024–2025 <br />Quality leadership for coastal resiliency upgrades to two major pump stations (~1,500 CFS replacement; ~2,500 CFS multi-pump <br />retrofit) — constructability reviews, design/field coordination, and QA/QC item tracking to resolution — directly relevant to pump- <br />assisted drainage for a barrier-island city. <br />Water CIP Program Management Support — City of North Miami Beach — PM Support | 2019–2021 <br />Project and construction management support for the City's $120M water utility capital program — 15 projects spanning water <br />treatment, distribution and transmission, and wastewater collection — coordinating designers, contractors, and City operations <br />through delivery.
