<br />Project Overview
<br />The Town of Bay Harbor Islands — a barrier-island municipality of the same coastal character as Sunny Isles Beach —
<br />engaged TEC as its prime consultant for capital-program engineering support, delivered through two combined
<br />authorizations totaling approximately $100,000 ($49,900 and $49,880 not-to-exceed). Under the first authorization
<br />(December 2025), TEC deployed a GIS-powered, live CIP Dashboard on the Esri platform with secure role-based access;
<br />engaged all ten Town department directors to compile and prioritize a 30-year Capital Improvement Program; and prepared
<br />the Town Council's January 2026 retreat presentation summarizing projects by department, stage, location, and cost band.
<br />Under the second authorization (February 2026), TEC is meeting with the Town's contractors and consulting engineers to
<br />gather project-level data — budgets, annual expenditures, funding sources, and schedules — populating the dashboard
<br />using five standardized project phases (Planning, Design Procurement, Design, Construction Procurement, Construction),
<br />and configuring a resident-facing public CIP portal for the Town's website, giving residents a clear, simplified view of every
<br />capital project.
<br />Scope of TEC Services
<br />•Esri (ArcGIS Online/Portal) CIP dashboard configuration: portfolio KPIs, project drill-downs, secured groups, and role-based
<br />permissions
<br />•Data model and schemas (Projects, Milestones, Funding, Spend, Risks, Attachments) with ETL pipelines and staged connectors
<br />for Cityworks / e-Builder / Primavera
<br />•Engagement of ten department directors; development of a prioritized 30-year CIP from department inputs and the Town's
<br />current list
<br />•January 2026 Council retreat presentation — projects by department, stage, location, and cost band
<br />•Vendor engagement and data collection across the Town's contractors and consulting engineers
<br />•Dashboard data population using five standardized project-phase types; resident-facing public portal and website integration
<br />•Kickoff, project management, QA/QC, action/risk/issue logs, and monthly status notes across both authorizations
<br />Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8)
<br />•Barrier-island peer city. Program support for an island municipality facing the identical tidal-drainage, seawall, and
<br />constrained-corridor conditions as Sunny Isles Beach.
<br />•The RFQ's records & mapping scope, delivered. Computerized (GIS) mapping, capital-program records, and financial/program
<br />visibility — the RFQ's Category-3 services for maps, records, and program consultation, in live production.
<br />•Transparent program controls. The same dashboard-driven CIP visibility TEC would stand up for the City's capital portfolio
<br />under this contract.
<br />•MQR-2 / MQR-3 project. Prime government contract with a signed Reference Questionnaire at Appendix D.
