The PACP-coded <br />review documented widespread deterioration of legacy corrugated metal pipe, including corrosion, wall loss, and collapsed <br />segments, plus obstructions limiting access. <br />TEC recommended full segment replacements to modern pipe materials, sediment and root removal, post-repair CCTV <br />verification, and backflow-prevention devices at the outfalls. Following report delivery, TEC reviewed repair bids and is now <br />providing construction management and inspection for the targeted rehabilitation — coordinating the contractor, <br />validating quantities and pay applications, tracking MOT and restoration in tight residential corridors and easements, and <br />maintaining an audit-ready documentation trail of daily reports, photo logs, and test/deficiency tracking. <br />Scope of TEC Services <br />•Management and daily field observation of PACP-coded CCTV condition assessment <br />•Defect classification, hydraulic and structural prioritization, and a findings-and-recommendations report <br />•Rehabilitation program design: CMP-to-modern-pipe replacement, sediment/root removal, and outfall backflow prevention <br />•Bid review and award support; construction management and CEI of the rehabilitation work <br />•Quantity and pay-application validation; MOT and restoration tracking in residential corridors and easements <br />•Audit-ready documentation: daily reports, photo logs, and test/deficiency tracking to closure <br />Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) <br />•Sunny Isles' drainage reality. Tidally influenced outfalls, aging CMP, and residential-corridor constraints mirror the City's <br />finger-street drainage systems along the Intracoastal. <br />•Assess-then-fix method. Condition data driving a fundable, prioritized rehabilitation program — the RFQ's leak-detection, <br />records, and GIS scope in practice. <br />•Civil + CEI on one asset.
