For the TCM,
TEC worked with the Public Works Department to review and adapt Miami-Dade County specifications to the City's mobility
needs through iterative drafts with City representatives and traffic-safety experts, and is assisting the City in securing official
County approval and an intergovernmental agreement empowering North Miami Beach to perform traffic-engineering
functions under the newly adopted manual.
For the streetlight program, TEC evaluated 266 streetlights citywide, distinguishing ownership and maintenance
responsibility among FPL, Miami-Dade County, and AT&T. Through weekly FPL coordination meetings, TEC prioritized
repairs, shared ticket numbers, and verified completed work on-site — building a Streetlight Repair Tracker to document
outages and progress, and introducing standard operating procedures that help residents report outages efficiently.
Scope of TEC Services
•Traffic Calming Manual development adapted from Miami-Dade County standards; County approval and interlocal-agreement
support
•Citywide assessment of 266 streetlights with ownership/maintenance determination (FPL / County / AT&T)
•Weekly FPL coordination, repair prioritization, ticket management, and on-site verification of completed work
•GIS-based Streetlight Repair Tracker and resident-reporting standard operating procedures
•Ongoing management of new repair requests and resident communication
Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8)
•Street engineering & ordinance support. The RFQ's street/traffic engineering and standards-drafting scope, demonstrated —
TEC also holds Miami-Dade Technical Certification 3.06 (Traffic Calming).
•Utility-agency management. FPL and County coordination discipline that transfers directly to the City's corridor, lighting, and
undergrounding assignments.
•Resident-facing delivery. Complaint intake, tracking, and closure — the communication protocol Section 4 commits to the
City.
Results
TEC produced a Traffic Calming Manual that positions North Miami Beach to secure County approval and perform its own
traffic engineering under an intergovernmental agreement, while the streetlight program has driven repair of 160 FPL-
managed and 106 County-managed lights, established a GIS repair tracker and SOPs, and measurably reduced outages and
response times — improving corridor safety, reliability, and resident experience.
The Engineering Company, LLC | RFQ #26-07-01 — Continuing Professional A/E Consulting Services (CCNA)
