TEC provides <br />construction management and inspection services: QA/QC of the contractor's work, construction sequencing and schedule <br />oversight, field density testing for compaction control, daily testing and construction reports, sheeting-and-bracing <br />installation oversight, and participation in substantial- and final-completion inspections including O&M closeout review. <br />TEC's inspectors work as part of the Quality Assurance team across simultaneous crews and disciplines — water, concrete, <br />earthwork, erosion and sedimentation control, mechanical installations, subgrade preparation, and materials testing — <br />including nighttime operations on the soil-bentonite cutoff wall, dam embankment, rip-rap, and soil-cement features. TEC <br />also developed Civil 3D models for proof-of-concept sections, profiles, and details covering the dams, 19 miles of <br />downstream drainage, the impermeable plug connecting the Phase 1 and Phase 2 soil-bentonite walls, dam embankment to <br />EL +47.0 (a contractual hold point) and EL +54, and 2.6 miles of pressure-relief system. <br />Scope of TEC Services <br />•QA/QC of contractor operations across multiple concurrent crews and disciplines, including nighttime work <br />•Field density testing and compaction control; witnessed materials testing at specification frequencies <br />•Daily testing reports and daily construction reports; deficiency tracking to closure <br />•Civil 3D proof-of-concept models for dams, downstream drainage, cutoff-wall plug, and pressure-relief system <br />•Substantial and final completion inspections; O&M manual and closeout documentation review <br />Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) <br />•CEI at scale. Multi-crew, multi-front inspection discipline delivered by the same inspectors proposed for the City's Work <br />Orders. <br />•Documentation culture. The contemporaneous, defensible daily record — reports, testing, photos — the City will receive on <br />every CEI assignment. <br />•Earthwork & drainage depth.
