PROJECT 8 — C-43 (Caloosahatchee) Reservoir — Construction Management Services Client SFWMD (via Jacobs Engineering)TEC Role Subconsultant Location Hendry County, FL Performance 08/2022 – 09/2025 Construction Cost $700 Million+TEC Fee $3,739,379 (TEC) Reference Shawn Waldeck, PE, Program Manager Phone / Email (561) 846-2858 | shawn.waldeck@jacobs.com Project Overview Under the Comprehensive Everglades Restoration Plan (CERP), the C-43 Reservoir is being constructed on a 10,500-acre parcel with water depths of 15 to 25 feet — one of Florida's largest water-resource construction programs. TEC provides construction management and inspection services: QA/QC of the contractor's work, construction sequencing and schedule oversight, field density testing for compaction control, daily testing and construction reports, sheeting-and-bracing installation oversight, and participation in substantial- and final-completion inspections including O&M closeout review. TEC's inspectors work as part of the Quality Assurance team across simultaneous crews and disciplines — water, concrete, earthwork, erosion and sedimentation control, mechanical installations, subgrade preparation, and materials testing — including nighttime operations on the soil-bentonite cutoff wall, dam embankment, rip-rap, and soil-cement features. TEC also developed Civil 3D models for proof-of-concept sections, profiles, and details covering the dams, 19 miles of downstream drainage, the impermeable plug connecting the Phase 1 and Phase 2 soil-bentonite walls, dam embankment to EL +47.0 (a contractual hold point) and EL +54, and 2.6 miles of pressure-relief system. Scope of TEC Services •QA/QC of contractor operations across multiple concurrent crews and disciplines, including nighttime work •Field density testing and compaction control; witnessed materials testing at specification frequencies •Daily testing reports and daily construction reports; deficiency tracking to closure •Civil 3D proof-of-concept models for dams, downstream drainage, cutoff-wall plug, and pressure-relief system •Substantial and final completion inspections; O&M manual and closeout documentation review Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) •CEI at scale. Multi-crew, multi-front inspection discipline delivered by the same inspectors proposed for the City's Work Orders. •Documentation culture. The contemporaneous, defensible daily record — reports, testing, photos — the City will receive on every CEI assignment. •Earthwork & drainage depth. Compaction control, pipe, and structure acceptance directly applicable to municipal roadway and drainage construction. Results TEC's construction management and QA/QC support on the 10,500-acre C-43 Reservoir ensured that massive earthwork, soil-bentonite cutoff walls, embankments, rip-rap and soil-cement features, and associated drainage were built to specification — supported by continuous density testing, daily reporting, Civil 3D proof-of-concept sections, and thorough closeout/O&M reviews — reducing construction risk on a flagship CERP storage facility.
