TEC provides a dedicated, embedded resource for pipeline utility engineering: technical drafting, <br />GIS data management, and permit-ready design documents produced onsite under the direction of a WASD Senior <br />Engineer. <br />TEC's staff develops full civil layouts in Civil 3D, produces plan-and-profile sheets for water and wastewater pipelines <br />(pressure and gravity mains), performs alignment, profile, surface, and invert calculations for utility crossings, and <br />researches property records and existing underground utilities. The role includes utility coordination through Sunshine 811 <br />with field verification, digitization of infrastructure into WASD's authoritative GIS datasets (ArcGIS integrated with Civil 3D), <br />and completion of permit applications — with weekly progress summaries and time-tracked task reports accompanying <br />each monthly invoice. <br />Scope of TEC Services <br />•Embedded CAD/design support within WASD producing pipeline plan-and-profiles and utility crossing details <br />•Development and QA/QC of Civil 3D pipe networks, alignments, profiles, and surfaces to County standards <br />•Utility coordination and conflict resolution using Sunshine 811 tickets, field verification, and as-built/GIS reviews <br />•Integration of survey and GIS data (ArcGIS to Civil 3D); upkeep of geodatabases and base maps <br />•Permit-ready submittals (drawings, quantities, supporting mapping) and response to reviewer comments <br />•Weekly coordination with WASD and affected municipalities maintaining schedule, scope, and documentation continuity <br />Relevance to the City of Sunny Isles Beach (Civil No. 3 / CEI No. 8) <br />•WASD standards, in-house. The City's water and sewer assets operate under MDWASD standards — TEC produces to those <br />standards daily, inside the Department itself. <br />•The RFQ's GIS & records scope, demonstrated. Computerized mapping, utility atlases, and record documentation — the <br />exact Category-3 services for maps and records. <br />•Prime under the County's EDP. A directly held County contract confirming TEC's standing as a prime consultant to major <br />public utility owners. <br />•Independently verified performance.
