Mr. Haliburton led a study to provide transit access for over 10,000 employees to a new $6B Ford electric truck factory and battery assembly plant currently under construction in west Tennessee. The rural site is located between Memphis and Jackson with no current transit service. Project alternatives included passenger rail service and freeway express bus from population centers as well as on-demand services from less-populated areas and considered electric transit vehicles in addition to internal combustion power. Mr. Haliburton supported the development of a TSM&O Master Plan for District 4, addressing all modes, identifying a strategic network and recommending an implementation focus wi th targeted service packages in multiple service areas. For each of the five counties in the District, the plan identified implementation priorities, funding needs and opportunities, and roles and responsibilities for partner agencies. Mr. Haliburton supported SFRTA in the development of their Transit Asset Management Plan. The first phase of the project developed a transit asset management policy and a baseline condition assessment of the agency’s assets in four categories, and established data gaps, while the second phase developed a comprehensive management system for prioritizing needs, forecasting funding, and implementing improvements to achieve a state of good repair. Transportation Studies, FDOT District 6. Consultant Project Manager. Mr. Haliburton supported the planning of the 95 Express managed lane implementation in Miami, compiling lessons learned from the first phase of deployment, developing the monitoring plan framework and reporting on performance following opening of the first phase of the project, collaborating with Federal Highway Administration staff. He has also worked with Districts 4 and 6 on biennial performance reporting of the I-95 managed lane system for over a decade. In the I-195 Planning and Conceptual Engineering (PACE) study, Mr. Haliburton evaluated new interchange ramp and other access and circulation options for the Design District. Mr. Haliburton led this study to examine restoring passenger rail to this historically railroad-oriented town. A number of alternatives were developed to link existing and developing activity centers in the region following underutilized rail rights-of-way and were evaluated based on approximately a dozen evaluation measures that correlate with project goals and objectives. The plan recommended a program of station area land use enhancements and infrastructure investments, non-motorized routes and trails, and connecting transit enhancements to support the ridership levels required to justify a rail transit investment in the study corridor.
