They shall not exceed the maximum allowable pass-by percentage of ten percent of the adjacent roadway volumes. <br />Trip Distribution/Assignment <br />In most cases, the distribution of project traffic should use the cardinal distribution percentages from the latest edition of the Florida Standard Urban Transportation Model Structure (FSUTMS) – Southeast Florida Regional Planning Model (SERPM). The FSUTMS SERPM model network and socioeconomic data files can be edited and used. Project trip distribution can be estimated based on the FSUTMS SERPM select zone traffic assignment and observed travel patterns at the project site driveways. The Miami-Dade Transportation Planning Organization 2045 LRTP Directional Trip Distribution Report will be used to define the cardinal distribution for each specific traffic analysis zone. The distribution pattern used, either as published or modified as described above, should best match the road network surrounding the project site. The distribution of project traffic to multiple driveway connections should reflect the pattern of development intensity within the site (i.e., entering and exiting volumes at separate driveways should be commensurate with the development intensity nearest those driveways) and any access-control restrictions present at the project’s connection points to the road network. Where driveway movements are restricted (e.g., right-in/right-out driveways), the necessary U-turn movements and project traffic added at the upstream and downstream median openings or intersections should be identified. <br />Existing Conditions/Traffic Data Collection <br />Corradino will coordinate with the City to confirm which current traffic data is available for use in the traffic impact study. Road segment volume counts and intersection turning movement counts collected within the last <br />year are acceptable. All new counts collected shall be conducted in accordance with acceptable professional engineering standards. Raw turning movement counts (minimum 2 hours) and daily tube counts (minimum 72 hours) shall be provided for all intersections and road segments being analyzed. The road segment traffic counts must be collected and reviewed to identify the peak periods during which turning movement counts are to be collected. The intersection turning movement volumes collected in the field may not reflect the demand for the individual movements. The count machines shall be placed at a location where queues do not extend beyond them. Approved FDOT or County-maintained counts may be used for verification if they are less than one year old in the high-growth areas. Counts from a similar approved study may be used if the information is less than one year old. New counts will be necessary if there are recent improvements to the transportation system that may cause significant traffic diversions. The counts shall be collected on Tuesdays, Wednesdays, and Thursdays during a typical workweek, in accordance with normal school operations. They shall not be conducted immediately before, during, or after a major holiday or any event that would generate atypical traffic patterns. The peak hours of background traffic on typical weekday
