Having identified the nearest count locations suitable for predicting growth, it is acceptable to average those growth rates into a single value if the growth rate range is within 2%. In no case should the annual growth rate used to inflate to future conditions, or to inflate a past count to existing conditions, be less than 0.5 percent. This growth factor must be based on data collected on three roadways in the project vicinity over the last three years. Future background traffic should include the contribution from unbuilt developments in the vicinity whose site plan had been approved by the date the TIS commenced (Notice To Proceed or approval of a Methodology Statement). This is a conservative approach that recognizes that some portion of past growth (when a positive trend is present) is due to new developments, and adding unbuilt development traffic to an extrapolated growth trend double-counts to some degree. Intersection approach volumes should be inflated to future conditions using the annual growth rate chosen for the road segment in the method above. Estimating future traffic volumes for facilities that do not yet exist may require the use of the latest FSUTMS SERPM Model. <br />Future Total Traffic Conditions/Demand Volumes <br />The future project traffic volume shall be the sum of the future background traffic and the project traffic volume. The study shall add the net new traffic estimated to be generated by the project (project traffic) to the future background traffic volumes to estimate future peak hour traffic volumes with the project (future with project traffic). For the analysis of driveways, the project traffic added to the future background condition consists of the new project traffic, including pass-by-captured trips. For the analysis of road segments and off-site intersections, the project traffic added to the future background condition represents the net new traffic, excluding pass-by-captured trips. Corradino will summarize the progression from the raw counts to total traffic conditions in an intersection volume worksheet/table. <br />Intersection Capacity Analysis <br />Corradino will complete an intersection capacity analysis of the peak hour(s) for existing, future background, and future with-project traffic at each selected study intersection. The analysis for the intersections shall use the unsignalized and signalized intersection analysis methodology found in the Highway Capacity Manual (HCM). All intersections on significantly impacted roadway segments shall be analyzed. Unsignalized intersections on significantly impacted roadway segments shall be analyzed if the project traffic contributes to movements controlled by a stop sign. All site driveways shall be analyzed. Intersection analyses shall report delay, level of service, and queue lengths for all movements, comparing queue lengths to the available turn-lane storage length. Where driveway movements are restricted (e.g., right-in/right-out driveways), the necessary U-turn movements and project traffic added at the upstream and downstream median openings or intersections should be identified and analyzed. The following scenarios should be analyzed as part of the Intersection Capacity Analysis: <br />• Existing scenario is defined as the analysis of existing traffic on the Existing Network. <br />• Future Background scenario is defined as the analysis of existing traffic plus growth in background traffic on the existing plus committed network in the buildout year of the project. <br />• Future background plus project scenario is defined as analysis of existing traffic, plus background traffic, plus project traffic on the existing plus committed network.The results of the intersection capacity analysis will be summarized in a table format. This includes the level of service and the overall intersection delay for each scenario. <br />Road Segment Link Analysis <br />The analysis for the roadway segments shall use the generalized service volumes as defined in the most recent county-level service tables, or the analysis methodology found in the HCM or any other software
