<br />Dr. Abia is a Florida Professional Civil Engineer with design and construction experience across several specialties, including
<br />highway and roadway design and construction, building and structures design, building inspections, plans production, permitting,
<br />land development, project and consultant management, contract administration, cost estimating, plans review, and specifications.
<br />His project management experience includes bascule bridges and public outreach, supported by training in public management,
<br />statistical analysis, process design, quality control, and project scheduling, and by coordination with federal, state, and local
<br />agencies. At HBC he leads utility coordination and QA/QC on design and design-build projects, performing detailed computation
<br />and specification reviews, resolving utility conflicts with Utility/Agency Owners, conducting field reviews, assembling Final Utility
<br />Certification packages, and performing structural inspections, structural evaluations, and 40-year building recertifications for
<br />FDOT, Miami-Dade County, and local agencies.
<br />EXPERIENCE
<br />• MDC-PROS, Multiple Parks 40-Year Building Recertification Inspection Services Contract. Senior Civil/Structural
<br />Engineer and Project Manager responsible for 40-year building recertification inspections for various MDC-PROS buildings.
<br />The task work order contract includes signed and sealed electrical and structural evaluation reports, recommendations
<br />for renovations or repairs, a structured inspection approach, structural condition assessment, and long-term maintenance
<br />strategies. Location: Miami-Dade County, FL. Dates: 07/2024–Ongoing.
<br />• City of Miami, Department of Fire-Rescue Station 5. Structural Engineer and reviewer for preparation of design plans
<br />for the structural beam modification required to accommodate fire truck clearance at Fire-Rescue Station 5, located at 1200
<br />NW 20th Street. The modification required cutting the existing concrete beam and reinforcing it with steel plates. Performed
<br />review of the structural analysis of the existing beams and of the modified beam with the added steel plates supplementing
<br />the reduced concrete section and remaining reinforcement. Plans were approved by the City of Miami Building Department.

<br />• MDC-DTPW, NW 84th Avenue Widening and Reconstruction from NW 58th Street to NW 74th Street Design-Build.
<br />Utility Coordinator and QA/QC Reviewer for the widening and reconstruction of NW 84th Avenue into an ultimate curved
<br />five-lane undivided urban roadway. Project elements include added northbound and southbound through lanes, a center
<br />two-way left-turn lane, harmonized driveways and intersecting side streets, sidewalks in both directions, a new closed
<br />drainage system interconnected with the existing system, a new stormwater management facility to compensate for additional
<br />impervious area, culvert extensions at NW 58th Street, a retaining wall for the culvert extension, replacement of two mast
<br />arms, signalized intersection upgrades, a landscape inventory and disposition plan, a new street lighting system, utility
<br />conflict avoidance, and removal and disposal of contaminated or solid waste material to a Class I landfill facility. Location:
<br />Doral, Miami-Dade County, FL. Dates: 2022–Ongoing. Cost: $1M.
<br />• FDOT District 4, S.R. 817/University Dr Widening from Nova Drive to S.R. 84. Structural Engineer reviewing calculation packages,
<br />establishing technical specifications, and preparing drawings for bus shelters, mast arms, and sign structures supporting the roadway
