City of Sunny Isles Beach | RFQ 26-07-01 <br />Continuing Professional Architectural and Engineering | Architects <br />56 <br />Quality Control / Quality Assurance <br />V3 implements an in-house Quality Control and Quality Assurance (QCQA) program on every task order, beginning with <br />an accurate program study upon which all subsequent design decisions are based. The program includes written narrative <br />descriptions of each building system’s compliance with program and budget, and written and diagrammatic narratives of code- <br />compliance requirements, including NFPA/Life Safety, ADA, and the Florida Building Code. <br />Before any submittal leaves the team, V3, HBC, and TLC each perform an independent, discipline-specific review of their own <br />work, and V3 then prepares a single interdisciplinary composite plan checked specifically for dimensional and constructability <br />conflicts between architectural, structural, and MEP systems. This added layer of cross-disciplinary review — rather than <br />a single-discipline sign-off — is what allows our team to submit consistently well-coordinated documents to the City and to <br />permitting agencies, reducing review cycles and the risk of change orders during construction. <br />Permitting and Regulatory Coordination <br />V3 engages the City of Sunny Isles Beach Building Division and Planning & Zoning staff early in each task order, so reviewers <br />are already familiar with a project’s code considerations before formal submittal. Depending on the task order, our team <br />coordinates with Miami-Dade County, the Department of Environmental Resources Management (DERM), the Florida Department <br />of Environmental Protection (DEP), the Army Corps of Engineers (ACOE), and the Florida Department of Transportation <br />(FDOT), reflecting our team’s experience with these same agencies on prior South Florida municipal work. We prepare all <br />support documentation required to accompany permit applications, respond promptly to agency technical questions, and revise <br />Construction Documents at no additional cost to the City where required to secure a permit. <br />Risk Management Approach <br />Every task order carries its own risk profile, shaped in part by Sunny Isles Beach’s coastal, high-density barrier-island setting. <br />The table below summarizes the risks our team most commonly plans for on municipal work of this type, and the specific steps <br />we take to minimize each one. <br />Role Firm / Discipline Primary Responsibility <br />Principal-in-Charge V3 Architectural Group Contractual authority, firm-wide resource commitment, and <br />final quality sign-off on every task order. <br />Project Manager / Architect of <br />Record V3 Architectural Group Single point of contact for the City; leads scope definition, <br />coordinates HBC and TLC, manages schedule, budget, <br />and deliverables end to end. <br />Project Architect(s) & Interior <br />Designers V3 Architectural Group Architectural design, space planning, interior design, code <br />compliance, construction documents, and construction <br />administration. <br />Structural Engineer of Record HBC Engineering Company Structural assessment, design, and construction <br />documents for new work and rehabilitation of existing <br />structures; structural threshold inspections as required. <br />Mechanical / HVAC / Plumbing <br />Engineer of Record TLC Engineering Solutions Mechanical, HVAC, and plumbing design, specifications, <br />and construction-phase support. <br />QA/QC Reviewers V3, HBC & TLC (each firm) Independent, discipline-specific quality review at every <br />submittal milestone, feeding into V3's composite <br />interdisciplinary check. <br />
