HBC Engineering Company | 107

Feng Liu, PE
STRUCTURAL ENGINEER

Summary
Mr. Liu has over 30 years of experience in bridge and infrastructure design, including 23 years
in South Florida. He has served as Engineer of Record (EOR) for numerous major bridge
projects across Florida. His portfolio includes curved and skewed steel plate girders, curved
steel box girders, Florida I and U beams, AASHTO beams, CIP flat slabs, and Florida slab beam
(FSB). He specializes in complex bridge design (Category 2 steel and concrete), 3D modeling
and analysis, bridge rehabilitation and strengthening, plan and permit reviews, shop drawing
reviews, PD&E studies, design-build RFP preparation, and bridge load rating and inspection.
He also has experience in building structural inspection and assessment, including fire-damaged
structures. Mr. Liu spent over 10 years as an in-house consultant with FDOT District 6,
supporting multiple five-year districtwide structures contracts and is highly familiar with D6
standards and practices. His work also includes miscellaneous structures such as retaining
walls, culverts, overhead sign structures, custom drainage and signal supports, and railroad
station canopies. As a Project Manager, he has led the preparation of work plans, staffing,
budgets, and schedules; coordinated with multidisciplinary teams and owners; managed
comment resolution; and prepared Task Work Orders and invoices for FDOT Districts 4 and 6.
Venetian Causeway Bridge Replacement
CLIENT Miami-Dade Department of Transportation and Public Works (DTPW) I ROLE Bridge
Lead Engineer/Assistant Structure Manager
Responsible for various quality control (QC) checks for the final designs of arched prestressed
beam for service, shear blocks, bridge tie-downs against wave loading, beam build-up, bridge
end and interior diaphragms, bearing pads, expansion joints, load ratings, Midas Civil grid
models for bridge analysis, and overall QC of bridge plans. Additional responsibilities included
the design of temporary utility hanger system package, riprap protection, preparation of rebar
list for superstructure and substructure, and prestressed beam bar bending details. He was also
responsible for overseeing bridge design and coordinating with multiple disciplines. The project
encompasses 10 fixed bridges, 1 bascule bridge, and one temporary bridge along Venetian
Causeway over Intracoastal waterway (ICWW). The fixed bridges consist of simple arched
prestressed beams made continuous for live and superimposed dead loads, utilizing stainless
steel prestressing strands and Fiber Reinforced Polymer (FRP) reinforcement. The substructure
uses non-redundant 4-foot diameter drilled shafts and stainless reinforcement in the caps and
FRP interface reinforcement between the drilled shafts to enhance the structural performance
and resist corrosion in the extreme aggressive marine environment. The bridges were designed
to withstand ocean wave loads and to allow future jacking to raise them in response to sea level
rise.
NE 79th Street Bridge Replacement
CLIENT FDOT District 6 / ROLE QC Reviewer for bridge substructure designs and plans
Responsible for QC for this Bridge replacement project along SR 934 / NE 79th Street Causeway
in North Bay Village. Project improvements include the replacement of four existing bridges with
two new bridges that are elevated to enhance resilience against sea level rise and incorporating
additional protection measures. The project also includes roadway widening, as well as
implementation of bicycle lanes, new sidewalk, curb-ramp and curb and gutter reconstruction,
drainage improvements, ADA upgrades, signalization and lighting improvements, signing and
30 Years of Experience
Education
MS Civil Engineering -
University of Florida
MSE Structural Engineering -
Shanghai Jiaotong University
BS Civil Engineering - Shanghai
Jiaotong University
Licenses
Professional Engineer:
Florida 65738

Certifications
FHWA-NHI-130095A
Fundamental and Structural
Analysis for Curved and
Skewed Steel Bridge
FHWA-NHI-130095B 20120822
Design and Fabrication of
Curved and Skewed Steel
Bridges
A/E/C Project Management
Bootcamp by PSMJ
Project Management Training
by HNTB

Memberships
American Society of Civil
Engineers
American Institute of Steel
Construction
Awards
Award of Distinction issued by
Governor of Florida for design
work for FDOT District 6
