HBC Engineering Company | 90
Puerto Rico Aqueduct and Sewer Authority (PRASA), PER for the Elimination of the Ciales, Morovis, and
Uniban Wastewater Treatment Plants
As Project Engineer, Yissell supported the Preliminary Engineering Report evaluating alternatives to connect
the Ciales, Morovis, and Uniban WWTP flows to the Vega Baja WWTP. Her work covered pump station design
recommendations, force and gravity main route evaluations, head loss analysis, and environmental and
constructability assessments, including evaluation of intermediate pump stations to optimize flow.
Location: Rio Grande, Puerto Rico, FL. Dates: Ongoing. Reference: Jose A. Rodriguez, PE, 787-641-6800, jarodriguez@
csagroup.com.
* Florida International University (FIU), Design of an Ion Exchange Process for the Removal of PFAS in the
Water Supply at Broward County
As Task Manager, Yissell contributed to the design of an ion exchange process to reduce 83 parts per trillion
of PFAS for an existing potable water treatment plant. She developed engineering solutions to ensure removal
efficiency, scalability to the plant's current and maximum permitted flow rates, and compatibility with existing
facility processes.
Location: Broward County, FL. Dates: 08/2022-12/2022. Reference: Jeffrey Greenfield, PhD, PE, (561) 682-2989,
jgreenfi@fiu.edu.
* Florida International University (FIU), Design of Membrane Filtration Unit Process for a 150 MGD
Desalination Plant in Miami-Dade County
As Project Manager, Yissell contributed to the design of a membrane filtration unit process for a 150 MGD
desalination plant to help ensure water quality and improve the sustainability and resilience of the water supply
against climate change, population growth, sea level rise, and saltwater intrusion.
Location: Miami, FL. Dates: 8/2022-12/2022. Reference: Walter Tang, (305) 348-3046, tangz@fiu.edu.
* Florida International University (FIU), Design of an Attached Growth and Combined Biological Treatment
Process for a Wastewater Treatment Plant
As Project Manager and Lead Designer, Yissell contributed to design alternatives based on attached growth and
combined biological treatment processes to improve an existing plant's activated sludge system, providing Moving
Bed Biological Reactor (MBBR) and Membrane Bioreactor (MBR) options. She also addressed removal of Per- and
Polyfluoroalkyl Substances (PFAS) from wastewater to help protect the environment and public health.
Location: Miami-Dade County, FL. Dates: 1/2022-4/2022. Reference: Walter Tang, (305) 348-3046, tangz@fiu.edu.*
Prior to HBC
Yissell Navarro Sanchez, EI
