V. PLANNING REVIEW: <br /> 1. Comprehensive Plan <br /> The proposed development is consistent with the Goals, Objectives and policies of the <br /> City of Sunny Isles Beach Comprehensive Plan. <br /> 2. Transfer Development Rights <br /> The Applicant is requesting the assignment of Transfer Development Rights (TDRs) in the <br /> amount of 187,283 square feet and 60 dwelling units. The Applicant is requesting an <br /> assignment and utilization of TDRs from a private TDRs bank account in the amount of <br /> 68,694 square feet of floor area and 37 dwelling units. Currently, the private TDRs are held <br /> by Gil Dezer ("Assignor") and the Applicant is the Assignee ("Assignee") as described in <br /> the assignment and hold harmless documents which are part of;the TDRs application <br /> package. The Applicant is requesting an assignment and utilization of TDRs from the City's <br /> TDRs bank account in the amount of 118,589 square feet of floor area ratio and 23 dwelling <br /> units, the withdrawal from the City's TDRs bank shall reflect a reduction of 118,589 square <br /> feet and 56 dwelling units. <br /> 3. Traffic Engineering <br /> Traffic Impact Study: <br /> The Applicant submitted a traffic report dated March 18, 2015 prepared by Natalia Lercari <br /> PE from McMahon Associates, Inc. and has been reviewed by the City's Consultant <br /> Salman Rathore, PE from The Corradino Group. The City was provided with comments <br /> dated March 21, 2015. The Applicant has agreed to addressed comments from City <br /> consultant. <br /> 4. Landscaping Architect <br /> The Applicant's Landscaping Plans were prepared by Enea Garden Design have been <br /> reviewed by City's Landscape Consultant Kathy O'Leary Richards, PLA, ASLA, LEED GA <br /> from O'Leary Richards Design Associates, Inc. dated October it 2014. The City's <br /> Consultant has approved the submitted plans subject to compliance with Condition # 18. <br /> 5. Civil Engineering <br /> Civil Engineering comments must be addressed during building permitting process. <br /> VI.
