76 City of Sunny Isles Beach New Facility Qualifications for Architectural Design Services <br />The City of Sunny Isles Beach Government <br />Center is located along the western side of <br />Collins Avenue and across from the Atlantic <br />ocean; the site is toward the center of the <br />linear municipality, within walking distance <br />to many multi-family residential towers and <br />at the center of a rapidly changing and urban- <br />izing area. <br />The program for Government Center totals <br />approximately 60,000 square feet on <br />four floors and includes Administration, <br />Police, Public Library and Council Chamber <br />functions. The building design elevates a <br />three-floor curving bar of administration and <br />police functions over the ground floor public <br />spaces of library, conference, post office and <br />Council Chamber. <br />The three-level parking garage slides under- <br />neath the western leg of the City Hall and <br />integrates public-related functions at the <br />base. The Tony Roma’s restaurant to the <br />south of the City Hall functions, is designed <br />as a single-story volume whose roofscape is <br />partially screened by means of a large scale <br />tensile canopy as cover for outdoor dining <br />and to screen the view of mechanical equip- <br />ment from the adjacent Government Center <br />Government Center has a building envelope <br />of white architectural precast concrete ren- <br />dered in a “crosshatch” rib pattern and pale <br />green hurricane-impact glass of both punch <br />window and curtainwall design. The eleva- <br />tor and stair tower is clad in charcoal gray <br />granite panels while the Council Chamber is <br />wrapped in a mosaic glass tile of varying blue <br />shades. <br />An important civic space along the boule- <br />vard is created by the spiral-formed Council <br />Chamber floating on a dynamic fountain.
