Summary Minutes:Regular City Commission Meeting May 21,2015 City of Sunny Isles Beach,Florida <br /> to the vehicle and looked inside and spotted a young adult male laying down on the back seat <br /> barely conscious. The hose leading into the vehicle from the exhaust pipe was doing its <br /> intended purpose,putting the occupant to sleep and ultimately to death by carbon monoxide <br /> asphyxiation. Detective Mulvey called 911 and proceeded to force his way into the vehicle. <br /> There was just enough room through the window to forcibly remove the hose first,and then <br /> force the door open. Detective Mulvey dragged the almost lifeless adult male out and began <br /> emergency aid as medical units arrived and Police responded to the scene. The victim later <br /> admitted when interviewed that he suffers from schizophrenia and was off his medications <br /> and intended to take his life. <br /> Chief Maas said the irony of this story of rescue was that Detective Mulvey true to his style <br /> of humility and quiet demeanor said nothing to anyone of the incident or his life saving <br /> rescue. Not until he received a call from a Tamarac District Deputy from the Broward <br /> Sherriff s Office were we informed of Detective Mulvey's heroic actions. It is consistent <br /> with his professionalism,humility,and dedication both on and off duty. And since he didn't <br /> relay this story to him, he had no idea that he was being rewarded tonight, we were able to <br /> keep that from him. In fact, he doesn't even know that his parents and sister are in the <br /> audience tonight. His father is retired law enforcement in Newark,New Jersey,and currently <br /> works for the Broward Sherriff s Office. Chief Maas presented Detective Mulvey with the <br /> "Life Saving Medal of Valor" on behalf of the Dade Chiefs Association, the City of Sunny <br /> Isles Beach,the Sunny Isles Beach Police Department,and most importantly,the citizens for <br /> whom we work for. Detective Mulvey said he is humbled by this recognition. He is here to <br /> do a job for this community and it doesn't matter if it is Sunny Isles Beach or anywhere else, <br /> it is what we do and we try to be professional and maintain that image for the public. <br /> 6. ZONING: ZONING HEARINGS ARE QUASI-JUDICIAL PUBLIC HEARINGS. <br /> 6A. Request of 17550 Collins Avenue, LLC. for the Residential Condominium <br /> Tower/Restaurant Project for the Property Located at 17550 Collins Avenue for the <br /> Following: (Hearing #PZ2015-10) <br /> Summary: <br /> The Applicant is seeking approval of a site plan application for an 18-story residential tower <br /> with a ground floor restaurant. The application consists of 77 residential units and 165,538 <br /> square feet of floor area ratio(FAR).The Applicant is requesting permission to purchase and <br /> assign 38,104 square feet of floor area and six(6)dwelling units from the City's Transfer of <br /> Development Rights Bank("TDR Bank").Additionally,the Applicant is requesting approval <br /> of the use of mural and graphics on temporary construction fencing. <br /> Requests: <br /> 1. Pursuant to Section 265-18 of the City of Sunny Isles Beach Land Development Regulations, <br /> the Applicant is requesting a site plan approval for an 18-story residential tower with 77 <br /> residential units and a restaurant with a total Floor Area Ratio(FAR)of 165,538 square feet. <br /> 2.
