City of Pompano Beach,FL WITT 1O'BRIEN'S <br /> Disaster Recovery Management Services <br /> ■ <br /> for the grants recovery.Additional Project Officer level team members will be added as necessary to <br /> supplement and provide detailed oversight of assessing damages,preparing scopes of work and <br /> cost estimates and collection of appropriate supporting documentation. <br /> Inspections and Damage Assessment <br /> x.)Interim inspections,final inspections,supplemental Project Worksheet generation and final review <br /> Witt O'Brien's can work with staff in the various city departments and their consultants to <br /> determine exactly what the City has done or wants to do to address damages. Sometimes the best <br /> solution is not to rebuild the facility as it was,but to improve it or pursue alternatives. With this <br /> information in hand,we can work with city personnel to evaluate damaged facilities with an eye <br /> toward identification of eligible damages and strategizing about ways to incorporate as many of the <br /> related costs as possible to achieve the City's vision for recovery as it relates to that project. This <br /> may even include the identification of opportunities to pursue code upgrades or the addition of • <br /> Section 404 or 406 hazard mitigation funds to make the repaired facility less susceptible to <br /> damages in the future. Witt O'Brien's will then help prepare the PWs for both large and small <br /> projects (or can work with FEMA on their development),using City provided information and <br /> documentation,so as to maximize reimbursement potential and to create documentation that is <br /> less likely to result in unnecessary delays in payment from FEMA and the State of Florida. <br /> Witt O'Brien's can also provide in-house building estimators and industrial specialists to complete <br /> an inventory of business and personal property,including fixtures and equipment,and develop <br /> specifications for the complete restoration and repair of all damaged facilities. These specifications <br /> will include local labor and material costs as well as any issues resulting from code upgrades since <br /> properties were constructed. Our experts will work with those of the insurance company from the <br /> beginning of the adjustment process and with FEMA in order to determine potential issues and <br /> resolve them as soon as possible. This early dialogue has the benefit of providing an opportunity <br /> for our experts to build a relationship with all parties,perhaps encouraging rapid resolution to <br /> future disputes. <br /> Appeal Services and Negotiations <br /> -it)Appeal services and negotiations <br /> At first glance,it may seem that the appellate provisions of the Stafford Act and its implementing <br /> regulations are so straightforward that outside expertise should not be essential to ensure that <br /> eligible Public Assistance applicants receive all the benefits they are entitled to receive after <br /> presidentially-declared emergencies and major disasters. However,the provisions of the Stafford <br /> Act and Its implementing regulations provide a tremendous amount of discretion in interpretation. <br /> Witt O'Brien's staff have years of experience at all jurisdictional levels implementing the provisions <br /> of the Stafford Act.These provisions include sections 402 (General Federal Assistance),403 <br /> (Essential or Emergency-Assistance),404(Hazard Mitigation),406 (Repair,Restoration and <br /> Replacement of Damaged Facilities),407 (Debris Removal),422 (Simplified Procedure),423 <br /> (Appeals),and 424(Dates of Eligibility)of the Stafford Act.In addition,the regulations <br /> implementing these Public Assistance-related provisions of the Stafford Act are lengthy and <br /> complex. <br /> September 4,2014 Page 142 <br />
