RESOLUTION NO. 2015- Zy y 3 <br /> A RESOLUTION OF THE CITY COMMISSION OF THE CITY <br /> OF SUNNY ISLES BEACH, FLORIDA, RANKING THE <br /> SUBMITTALS FOR ARCHITECTURAL DESIGN SERVICES_ <br /> FOR A NEW FACILITY AT 18080 COLLINS AVENUE (RFQ NO. <br /> 15-04-01) AND AUTHORIZING THE CITY MANAGER TO <br /> BEGIN NEGOTIATIONS WITH THE RANKED PROPOSERS IN <br /> ACCORDANCE WITH STATE LAW; AUTHORIZING THE CITY <br /> MANAGER TO NEGOTIATE AND ENTER INTO AN <br /> AGREEMENT WITH A PROPOSER, PROVIDED SAID <br /> AGREEMENT IS APPROVED AS TO FORM AND LEGAL <br /> SUFFICIENCY BY THE CITY ATTORNEY; AUTHORIZING <br /> THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL <br /> THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; <br /> PROVIDING FOR AN EFFECTIVE DATE. <br /> WHEREAS, the City issued Request for Qualifications No. 15-04-01 for Architectural <br /> Design Services for a New Facility at 18080 Collins Avenue, of which eight (8) responses were <br /> received; and <br /> WHEREAS, with the assistance of the Finance Department, and the Cultural & <br /> Community Services Division, the City Manager has evaluated the proposals and met with <br /> certain proposers in order to obtain a clear understanding of their proposal; and <br /> WHEREAS, in reviewing the proposals, the City Manager carefully reviewed the <br /> evaluation criteria outlined in Section 4 ("Evaluation Process") of RFQ No. 15-04-01 in <br /> evaluating the proposals; and <br /> WHEREAS, under Section 4 of RFQ No. 15-04-01, the specific evaluation criteria <br /> include 1) professional capabilities, project experience including Governmental and similar type <br /> projects providing services of the type required by this RFQ; 2) ability to complete projects on <br /> schedule and within budget; 3) financial stability and past record; 4) size of workforce, <br /> workload; and 5) availability of personnel per location; and <br /> WHEREAS, based on these factors as presented in the proposals, the City Manager has <br /> ranked the proposers in the following manner: <br /> 1)Perkins+Will <br /> 2)AECOM Technical Services, Inc. <br /> 3) Wolfberg Alvarez & Partners, Inc. <br /> WHEREAS, pursuant to Section 4.3 of RFQ No. 15-04-01 the City is authorized to <br /> begin negotiating with the first ranked Proposer, Perkins+Will, and if the City and the first <br /> ranked Proposer cannot reach agreement on a contract, the City reserves the right to terminate <br /> negotiations with Perkins+Will and begin negotiating with the second ranked Proposer, AECOM <br /> Technical Services, Inc., until a contract acceptable to the City has been executed and approved <br /> R2015-Arch Design a <br /> i_n srvs New Facility Authority To I 1st Ranked Proposer Page I of 3 <br />
