He also expressed the desire that side <br /> setbacks be well established to protect the views of the existing buildings. <br /> Commissioner Edelcup suggested having two districts with different standards within the <br /> B-2 district using one set of standards south of the Winston Tower 600 building to <br /> Sunny Isles Boulevard; and a different standard north of 174th Street. <br /> Ms. Eichner suggested the need for additional zoning categories, and that a zoning-in- <br /> progress ordinance could be used until the zoning overlay district is adopted. <br /> Vice Mayor Iglesias emphasized that on the west side of Collins Avenue we want playas. <br /> After discussion Ms. Eichner clarified that for the B-2 district south of the Winston <br /> Towers 600 building to Sunny Isles Boulevard: the standards for the two corner <br /> properties (from 172nd Street to the Winston Towers 600 building, and the same on the <br /> corner of Sunny Isles Boulevard and Collins Avenue) would have a height of 325 feet, <br /> and a minimum front setback on Collins Avenue of 30 feet; with the middle area having <br /> 190 feet height and 150 feet front setback from Collins Avenue. Mayor said that <br /> we need an additional 10 feet of front setback for future roadway expansion. Ms. Grub- <br /> Frieser cautioned that we couldn't require the extra front setback for a zoning district to <br /> use it for a road. The City could have a 30 to 35 feet setback, and iflin the future there <br /> becomes a need for street expansion, then the land would be available. It seemed clear <br /> that there needed to be a different standard north of 174th Street. <br /> 1 <br /> Ms. Eichner said she was uncomfortable without having more time to review the <br /> planning principles involved in the B-2 district proposals, and that would take several <br /> more months. She said we could go forward with the LDR's and later finish the Town <br /> Center Overlay. Ms. Grub-Frieser explained the greater legal !defensibility of a <br /> moratorium. Mayor Samson suggested having the lm reading on November 7, 2002, <br /> without the areas still under debate. <br /> There was a brief recess at 8:45 p.m. <br /> Mayor Samson sought clarification from Zoning Director Jorge Vera regarding the <br /> existing zoning classifications that are more restrictive than what is being contemplated <br /> in the new LDR's. <br /> B. Minor Changes to Approved Site Plan: <br /> Vice Mayor Iglesias requested that the City Commission not get involved in every little <br /> detailed change, but there was no support for his position. <br /> C. Vested Rights Provisions: <br /> Ms. Grub-Frieser explained the new language of the vested rights sections.
