I hold Bachelor of Science degrees in Civil Engineering and Business <br /> Administration from the University of Missouri, Columbia. <br /> 5. Prior to my current position with the City, I was the city engineer for El <br /> Paso, Texas from 2004 to 2007. I have also held positions as Director of Public Works <br /> for Nashville, Tennessee from 2002 to 2004, and Bryan, Texas from 1995 to 2002. <br /> 6. I have held positions with city engineer and public works departments from <br /> 1978 to the present date. During this period, I have overseen approximately $300 <br /> million worth of public works contracts. <br /> 7. I was involved in the fact finding process regarding the award of Bid No. <br /> 07-10-02 Central Island Drainage and Street Improvements to Southeastern <br /> Engineering Contractors. My responsibility was to provide the City Manager, as well as <br /> the City's engineering consultant Beiswinger Hoch and Associates, ("BH&A"), with <br /> pertinent information to enable the City Manager to make his final recommendation to <br /> the City Commission pursuant to Section 62-8 of the City's Code of Ordinances. <br /> 8. My preliminary fact finding also raised questions as to whether Tran had <br /> sufficient manpower and equipment to do the required work with its own forces. I <br /> conveyed this information to BH&A who in turn engaged in further fact finding regarding <br /> these issues. <br /> 9. During my fact finding process, I reviewed information provided by the <br /> City's consultant BH&A. Based on this information, I came to the conclusion that Tran <br /> 2 <br />
