Webb Management Services Inc. 14 <br />personnel + experience (continued) <br />Cultural Arts + Entertainment Strategic Plan | <br />Gladstone, MO (2014) <br />The planning process for this project was organized into three parts: <br />1. Collecting information and conducting research on the current <br />situation of, and future prospects for, the arts and entertainment in <br />Gladstone; <br />2. Working with the plan’s Steering Committee to develop a vision for <br />arts and entertainment in Gladstone; and <br />3. Using that information to develop specific policies, program <br />strategies, and implementation plans. <br />The ultimate goals of the project were to analyze the needs of <br />the arts and entertainment community (including existing and potential <br />audiences and participants) in order to articulate a vision for arts and <br />entertainment in Gladstone and identify and evaluate programming <br />opportunities, also suggesting the appropriate partners, facilities, costs, <br />target market, and impact for each opportunity. The plan also suggested the <br />role of the public and private sectors and the infrastructure and <br />partnerships required to support and strengthen the local arts and <br />entertainment sector, allowing it to effectively attract, engage, and serve <br />Gladstone and regional residents. <br />Additionally, the plan addressed two key issues. First, Gladstone is <br />principally a bedroom community, with the majority of its residents leaving <br />the city for work on a daily basis. Given that, the plan needed to promote a <br />sense of community and attachment to place.
