19 <br />PERSONNEL EXPERIENCE <br /> <br /> <br /> Tom Borrup, Ph.D. (Project Design, Lead Strategist) A leader and innovator in <br />the arts and community building for over 30 years, Tom works with cities, foundations, <br />nonprofits, and public agencies to tap the potential of their creative assets. His consulting <br />practice specializes in cultural planning, cultural district development, nonprofit strategic <br />planning, and partnership building. His 2006 book, the Creative Community Builder’s Handbook: <br />How to Transform Communities Using Local Assets, Art, and Culture provides a step-‐by-‐step <br />planning guide for community leaders. Tom is a national authority on cultural district planning <br />and ongoing management. His recent Ph.D. research explored grassroots leadership in cultural <br />districts, how it brings them about, and how it can keep them vital. Based in Minneapolis, he <br />led the nationally acclaimed community arts center Intermedia Arts from 1980 to 2002, where <br />he pioneered cultural asset mapping and leveraging cultural resources for economic <br />development and civic participation. A prolific writer, Tom speaks and leads workshops <br />internationally.
