APPLICATION;PROVIDING FOR SEVERABILITY,INCLUSION INTO THE CODE AND <br /> PROVIDING FOR AN EFFECTIVE DATE. <br /> ACTION: [City Clerk's note: City Building Official Michael Berkman distributed copies of <br /> a memo dated 3/1/99 with additional amendments resulting from his discussions with Charles <br /> Sieger, AIA.] City Clerk Brown-Morilla read the title and the public hearing was opened. <br /> Tim Lunney of Walter Keller, Inc., said the proposed ordinance would allow for a generous <br /> amount of development while encouraging re-development along the beachfront. There are <br /> required view corridors of a minimum of 10%of lot width, and bonuses would be provided for <br /> up to 25% of lot width view corridors. Set backs along Collins Avenue have been increased <br /> from 25' to 75', and bonuses for additional side setbacks are possible. He noted that there are <br /> bonuses for public safety and median beautification. He characterized the ordinance as now <br /> providing a small break on setbacks for small lots allowing for a slightly higher density than <br /> on larger lots. <br /> The maximum development Floor Area Ratio (FAR) would be 3.5 with all bonuses, and a <br /> density of approximately 65 units per acre. Mr. Lunney said that hotel development is <br /> encouraged since density provisions per se would not apply to hotels. Mr. <br /> Lunney noted there were several typographical errors. City Attorney Dannheisser reviewed all <br /> amendments to the proposed ordinance: all those listed in Mr. Berkman's 3/1/99 memo; page <br /> 22, 19' not 16'; page 27 delete "bona fide"; §33-222.1 page 30: lockout units will count for <br /> parking calculations not density calculations, and "Lockout units shall not be subdivided and <br /> sold separately from the main unit"; page 32, (third line from top) density bonus shall not <br /> exceed three dwelling units, not two. <br /> Commissioner Iglesias moved and Commissioner Kauffman seconded a motion to adopt the <br /> proposed ordinance on second reading with the written amendments submitted on <br /> Michael Berkman's memo, dated 3/1/99, plus the oral amendments read into the record <br /> by the City Attorney.
