11. DISCUSSION <br /> 11A. Add-On* PROCLAMTION <br /> ACTION: * Mayor Samson requested City Clerk Brown-Morilla to prepare a proclamation <br /> to express appreciation to Raanan Katz for his allowing visitors to park in his shopping <br /> centers on the west side of Collins Avenue on New Year's Eve for the City's Millennium <br /> celebration. <br /> 12. REQUESTS, PETITIONS & OTHER COMMUNICATIONS: <br /> 12A. Gerry Goodman asked that he and other members of the City's citizen advisory committees <br /> be given special consideration and be permitted to speak for six (6) minutes, instead of the <br /> normal limitation of three (3) minutes for persons speaking on items at City Commission <br /> meetings. He said that during a zoning hearing at the previous City Commission meeting he <br /> was limited, but the applicant's attorney was allowed unlimited time to speak. City Clerk <br /> Brown-Morilla explained that Zoning variance hearings are unique because they are quasi- <br /> judicial hearings,with the applicant's attorney presenting the case on behalfofthe applicant, <br /> and also having a right to cross-examine witnesses. <br /> Vice Mayor Morrow suggested giving special consideration to speakers who are actively <br /> involved. <br /> City Manager Neustadt announced that Mayor Samson has asked the architects for the new <br /> City Hall to include a large overhead screen so that when exhibits are being shown to the <br /> City Commission during a meeting,the audience will be able to see the same image projected <br /> onto the screen. <br /> City Attorney Dannheisser said that with regard to quasi-judicial zoning hearings,there is a <br /> debate among attorneys as to whether a time limit is appropriate, since the comments are <br /> "testimony" in a quasi-judicial procedure. <br /> 13.
