Summary Minutes:Regular City Commission Meeting October 15,2015 City of Sunny Isles Beach,Florida 10E. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida,Awarding RFP No. 15-05-01 to and Approving an Agreement with West Construction, Inc. for Professional Construction Services for Samson Oceanfront Park Improvements,'in an Amount Not to Exceed $2,788,724.87, Attached Hereto as Exhibit "A"; Authorizing the Mayor to Execute Said Agreement; Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. Action: City Clerk Hines read the title, and Capital Projects Manager Elka Linton-Dorsett reported noting this project is part of our Capital program. We went out to bid and we had one bidder who was West Construction. We reviewed the bid as did our consultants and both were in agreement that West Construction is a responsible and responsive bidder and well equipped to perform the work that we have scoped. Public Speakers: None Commissioner Aelion said we have seen the rendering, the final rendering of this project? City Manager Russo said yes,when he came back to the Commission the last time,that'was a revised rendering. Commissioner Aelion said he had touched upon that famous wall, the white wall that is almost like an eye sore and includes some greenery addition, because we are about to say yea. City Manager Russo said that is being done not by our contractor,!it is a requirement of the developer. Mayor Scholl said it was supposed to be a green wall)not a white wall. City Manager Russo said they are being done,that was in the site plan approval for that project and Claudia is following up on it, and they know it. Commissioner Aelion said so we have the three-foot fence, and then on the wall of the property of Chateau, that wall is going to be covered with green? Ms. Hasbun said that wall has not been finished and unfortunately she does not know exactly the time that it will be finished but yes,they are still not finished with that landscaping area. City Manager Russo said that they have to do it before they get a seal. Commissioner Goldman said at the recent Town Hall Meeting, one of the residents of Winston Towers asked a question about when is the anticipated completion of Samson Oceanfront Park improvements. Capital Projects Manager Linton-Dorsett said wel have allotted 240 days for construction of the Park which is fairly aggressive. Once we issue a Notice to Proceed we anticipate that the contract or permit for it will be under construction by January at the latest and City Manager Russo said he would figure through the year2016 for completion. Commissioner Levin asked if there is any speculation as to why we only had one response to the RFP? Elka said we have encountered that issue a few times, responses that we have got would indicate that this work is highly specialized is one reason, and also the market has generally picked up. City Manager Russo said the one bid we received came in just under our estimated cost that our experts had given us, and the second is that this company does have experience and this is a multi-faceted project. We are not only improving a Park, we are expanding the bathrooms, building masonry work, putting in a playground, replacing the entire sewer system and electrical system, and landscaping. Commissioner Goldman moved and Commissioner Aelion seconded a motion to approve the resolution. Resolution No. 2015-2470 was adopted by a voice vote of 5-0 in favor. 17
