Action: Mayor Samson read the State of the City Address. 5B. A Proclamation to be Presented to Anh Castro Kaul by Mayor David Samson Proclaiming Monday,January 13,2003 through Sunday,January 19,2003 as"Anh Castro Kaul Week in the City of Sunny Isles Beach." Action: Mayor Samson introduced Anh Castro Kaul and her family and explained his role in helping her to bring her sister, father and brother from Vietnam to live in the United States. Mayor Samson and the City Commissioners presented Anh Castro Kaul with a Proclamation proclaiming the week of Monday,January 13,2003 through Sunday, January 19, 2003, as "Anh Castro Kaul Week in the City of Sunny Isles Beach." 5C. A Proclamation to be Presented to Alberto and Isolina Jorge by Mayor David Samson Upon Their 72nd Wedding Anniversary, Proclaiming Thursday,January 16,2003, as "Alberto and Isolina Jorge Day in the City of Sunny Isles Beach." Action: Mayor Samson presented Alberto and Isolina Jorge a Proclamation proclaiming today as "Alberto and Isolina Jorge Day in the City of Sunny Isles Beach." 5D. ADD-ON: City of Sunny Isles Beach Employee Recognition for Five Years of Service. Action: Mayor Samson presented Jorge Vera, Zoning Director, with a plaque in recognition of his five years of service to the City of Sunny Isles Beach (1998-2003). 6. ZONING No Zoning Hearings Scheduled. 7. ORDINANCES FOR FIRST READING 7A. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending Section 508 of the Land Development Regulations Adopted by Ordinance No. 2002-165 to Provide for Additional Site Plan Submission Requirements; Establishing Objective Criteria to be Utilized in Connection with Site Plan Review by the Planning and Zoning Director; to Provide for Recommendations from Outside City Consultants for Site Plan Review; Providing for Final Review of All Site Plans by the City Commission as Well as the Establishment of Objective Standards for Such Review; Providing for a Repealer;Providing for Severability; Providing for an Effective Date.
