<br /> RE: Resolution Awarding Bid No. 15-12-02 and Authorizing the City Manager to
<br /> Negotiate and Enter into an Agreement with Rohl Networks, LP for the
<br /> Construction of the Collins Avenue Utility Undergrounding
<br /> RECOMMENDATION:
<br /> The attached Resolution is presented for your consideration.
<br /> REASONS:
<br /> The City issued Bid No. 15-12-02 for the Construction of the Collins Avenue Utility
<br /> Undergrounding. The City received three (3) responses (Bid Opening Report attached), and
<br /> it was determined by me that Rohl Networks, LP was the most responsible, responsive bidder.
<br /> The attached Resolution awards the Bid and authorizes the City Manager to negotiate and
<br /> enter into an Agreement with Rohl Networks, LP for Construction of the Collins Avenue Utility
<br /> Undergrounding.
<br /> Representatives of HPF Associates, Inc., our owner representative, and Keith and Schnars,
<br /> Engineer of Record, have conducted a scope review of the low bidder qualifications. Based
<br /> on the scope review, a revised bid has been received from Rohl Networks in the amount of
<br /> $4,830,000.00 plus a contingency for unforeseen conditions of $500,000.00, and
<br /> $1,500,000.00 for the cost of Atlantic Boulevard undergrounding, for a total amount not to
<br /> exceed of $6,830,000.00.
<br /> Discussions relating to the potential unforeseen obstructions and unidentified underground
<br /> utilities result in the recommendation that a $500,000.00 owner contingency be added to the
<br /> contract amount allowing for prompt resolution of such matters to assure a timely project
<br /> completion. Further, due to the fact that the off-Collins, namely Atlantic Boulevard, design
<br /> portion of the project has not been completed, an additional contingency of$1,500,000.00 also
<br /> be included in the contract for that additional scope. Rohl Networks has confirmed and
