CfrA1 Calvin, Giordano & Associates, Inc.
p iF It C F P 7 I 0 N A l SOLUTIONS
® Lorraine Tappen,AICP,Page 2
Town of Malabar; Issue of conservation versus preservation was debated at each of the public scoping
® meetings. The EAR resulted in recommendations that prepared the community for services close to home
while encouraging greater pedestrian, bicycle, and equestrian facilities in this rural community.
® Town of Medley; The EAR included recommendations regarding criteria for annexations, managing solid
waste facilities, and organizing capital improvements.
Town of Surfside; EAR recommendations reflected Surfside's interest in incorporating many of the
® concepts advanced in the November 2006 Town-wide Charrette. Additionally, consideration was made to
assure the Comprehensive Plan addressed improved transportation along Collins and Harding Avenues.
® EAR-BASED AMENDMENTS
St. Lucie County; As a follow up to the EAR, CGA drafted policies based upon public input and vision
exercise for comprehensive plan amendments regarding the most significant issues facing St. Lucie County
including H B697 greenhouse reduction requirements, rural lands, environmental protection, and economic
development.
City of Fort Pierce; The work was based upon Visioning Sessions conducted in six distinct areas of the City
® to determine a set of guiding values where participants expressed an interest in preserving their low-
density, traditional small town atmosphere. While addressing requirements of SB360 (2005 Growth
Management Legislation), Fort Pierce residents wished to ensure access to the waterfront areas, ample
park and open space, as well as managing annexation and transportation concurrency as the City develops.
® City of Hollywood; The EAR-based amendments addressed the City's most pressing problems and
opportunities: escalating traffic congestion, urban infill and redevelopment, and growing demand for a
diversity of housing types to meet the needs of an increasingly diverse population.
® City of North Miami; As a follow up for the EAR, the Comprehensive Plan was amended to include
® community redevelopment initiatives, affordable housing, and transportation concurrency management
while addressing requirements of SB360 (2005 Growth Management Legislation.)
® City of Pahokee; As a follow up to the EAR, the EAR-based amendments incorporated Pahokee's major
® issues such as affordable housing, upgrading utility lines, economic development and hazard mitigation
into their Comprehensive Plan.
City of Parkland; The amendment package included addressing major issues in the EAR including traffic
410 patterns and roadway expansion, annexation, utility infrastructure including capacities and ensuring
sufficient parks and open space. Public participation included a series of workshops on topics such as
® education and parks and open space. The amendments included all new requirements for SB 360 (2005
Growth Management Legislation).
® City of Weston; In 2007, CGA prepared the City's Evaluation and Appraisal Report (EAR) and completed
® the follow-up EAR-based Comprehensive Plan Amendments in 2009. The EAR-based amendments brought
® the Comprehensive Plan up-to-date with SB360 (2005) and HB697 (2008) greenhouse gas reduction
requirements for Comprehensive Plans. The Weston Comprehensive Plan was the first in the state to
® incorporate HB697 requirements.
4110 Page 31 12
